RESOLUTION TO APPROVE CONTRACT WITH
ENVIRONMENTAL ENGINEERING FIRM TO PROVIDE A
PRELIMINARY ENGINEERING STUDY FOR A TOXICITY
REDUCTION EVALUATION AT THE RIVER ROAD
WASTEWATER TREATMENT PLANT.
WHEREAS, the City of Wichita Falls is required by a
wastewater discharge permit from the Texas Water Commission to
conduct certain biomonitoring tests to determine the toxicity of
effluent from the River Road Wastewater Treatment Plant;
WHEREAS, the said tests have indicated the effluent from the
plant is toxic under certain test conditions;
WHEREAS, the TWC discharge permit now requires the City to
perform a procedure known as Toxicity Reduction Evaluation to
identify the toxicants and identify the appropriate treatment or
control actions;
WHEREAS, the City will require the services of a qualified
engineering firm to conduct a Preliminary Engineering Study to
develop a Toxicity Reduction Evaluation Plan and Schedule for
submission to the TWC in accordance with the discharge permit
requirements; and,
WHEREAS, the City Council has examined a proposed contract
with the engineering firms of Alan Plummer and Associates, Inc.
of Arlington, Texas and Corlett, Probst and Boyd, Inc. , of
Wichita Falls, Texas for the stated purposes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
The proposed contract is hereby approved with a maximum fee
of $8, 200.00 . The City Manager is authorized to execute the
contract for the City of Wichita Falls.
