RESOLUTION TO GRANT SEWER LINE CONSTRUCTION
LICENSE TO SHEPPARD AIR FORCE BASE TO PERMIT
CONSTRUCTION OF A SEWER LINE TO CONNECT TO
THE NORTHSIDE WASTEWATER TREATMENT PLANT
WHEREAS, the City of Wichita Falls recently approved a
contract with Sheppard Air Force Base whereby the City will begin
treating sewage from the Base at the Northside Wastewater
Treatment Plant;
WHEREAS, Sheppard Air Force Base must construct a sewer
pipeline from the Base to the Treatment Plant;
WHEREAS, the pipe line will pass across City-owned property,
said property having been provided to the City by the Federal
Government for the construction of the Northside Wastewater
Treatment Plant;
WHEREAS, the City is currently seeking authority of the
Federal Government to provide an easement to Sheppard Air Force
Base for the construction of the pipeline;
WHEREAS, Sheppard Air Force Base is ready to begin
construction of the pipeline and it is the desire of both parties
that the construction commence; and,
WHEREAS, the Council has examined a proposed construction
license to allow the Base to construct the pipeline prior to
granting of the permanent easement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:

The said construction license is approved for a period not
to exceed two years beginning June 5, 1990 and ending June 4,
1992 . The construction license is granted with the understanding
that a permanent easement will be granted for the existence of
the pipeline on City property as soon as all Federal requirements
for the easement can be satisfied.
