RESOLUTION AUTHORIZING THE SUBMISSION OF AN APPLICA-
TION TO THE TEXAS DEPARTMENT OF COMMUNITY AFFAIRS
FOR EMERGENCY SHELTER GRANT FUNDS AND AUTHORIZING
THE CITY MANAGER TO ACT AS THE CITY'S CHIEF EXECUTIVE
OFFICER AND AUTHORIZED REPRESENTATIVE IN ALL MATTERS
PERTAINING TO THE CITY'S PARTICIPATION IN THE EMERGENCY
SHELTER GRANTS PROGRAM
WHEREAS, the City Council of the City of Wichita Falls
desires to develop a viable urban community, including expansion
of the quantity and improvement of the quality of emergency
shelters for the homeless; and
WHEREAS, certain conditions exist which represent a threat
to health and safety of the homeless; and
WHEREAS, it is necessary and in the best interests of the
City of Wichita Falls to apply for funding under the 1990-91
Texas Emergency Shelter Grants Program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF Wichita FALLS, TEXAS, THAT:
1. A Texas Emergency Shelter Grants Program application is
hereby authorized to be filed on behalf of the City with the
Texas Department of Community Affairs.
2 . The City's application be placed in competition for
funding under the Emergency Shelter Grants Program.
3 . The Community Action Corporation of Wichita Falls and
North Texas Area and First Step Incorporated be designated as the
private non-profit organizations responsible for operating
emergency shelters in accordance with the regulations of the
Emergency Shelter Grants Program.
4 . The City Council directs and designates the City Manager
as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with this
application and the City's participation in the Texas Emergency
Shelter Grants Program, including the right to sign grant
agreements.

5. It further be stated that the Community Action
Corporation and First Step Incorporated collectively provide 100%
of the grant amount as cash and in-kind contributions.
