RESOLUTION AMENDING RESOLUTION NO. 1124
DATED NOVEMBER 3, 1970.
BE IT RESOLVED BY TIIE CITY COUNCIL OF TIIE CITY OF IVICIIITA FALLS, TEXAS,
that:
Resolution No. 1124 dated November 3, 1970 is hereby amended so that it shall hereafter
read as follows:
Section 1. Creation of Aviation Advisory Board
There is hereby created an Aviation Advisory Board of the City of Wichita Falls com-
posed of nine (9) members, each of whom shall be a resident of the City of Wichita Falls,
and who shall serve without pay.
Section 2. Appointments
The members of the Aviation Advisory Board shall be appointed by the Mayor and
approved by the City Council. The terms of such members shall be for a period of three
3) years. Members may be appointed to serve a second term but in no case shall a member
serve longer than six (6)consecutive years. Three members of the current board will
be replaced prior to December 31, 1990. Three current members will be replaced on
December 31, 1992 and the remaining current members will be replaced on December 31,
1994. All vacancies shall be filled by appointment of the Mayor with the approval of the
City Council and shall be for the remainder of the term of the vacating member. Any
member of the Aviation Advisory Board may be removed at anytime by a five-seventh
majority vote of the City Council, and no reason need be given for such removal.
Section 3. Organization
The Aviation Advisory Board shall select from among its members a chairman, and shall
adopt, subject to the approval of the City Manager and City Council, such rules and regula-
tions governing its proceedings as it may deem proper, including the time and place of
meetings. Such rules and regulations shall not be inconsistent with the charter and the
ordinances of the City. Special meetings of the Board may be called from time to time
by the Chairman of the Board, the City Manager, the Mayor, or a majority of the City
Council. Five members shall constitute a quorum for the purpose of transacting any busi-
ness. If the chairman is absent, a vice-chairman shall be appointed by the members present.
The Director of Aviation shall act as secretary of the Board, without additional compen-
sation and without a vote thereon. lie shall keep a record of all transactions of the Board,
and shall provide the Board with all information necessary for the performance of its duties.
The Mayor shall appoint one member of the City Council to serve as an ex-officio member
of the Board, without a vote thereon.

Section 4. Duties.
The Aviation Advisory Board shall act in an advisory capacity only and shall be res-
ponsible for the following:
A. Commercial Aviation - Monitor commercial aviation for
quality of service.
B. General Aviation - Make general studies to insure that general
aviation is meeting the needs of the City.
C. Enhancement of Aviation - Make recommendations with respect
to Federal funding, air space review, safety and serve as the focal
point for the interaction between the BCI, Sheppard AFB, hotels
and motels, City and County governments and the economic
development of aero space related activities at Municipal Airport.
