Res 021-90 2/6/1990RESOLUTION NO._JL_ f RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH THE NORTH CENTRAL TEXAS OFFICIALS ASSOCIATION TO PROVIDE OFFICIATING SERVICES FOR THE PERIOD MARCH 1 g 1990 THROUGH FEBRUARY 28, 1991. WHEREAS, the City Parks and Recreation Department will offer athletic leagues and tournaments for the neat year; a nd, WHEREAS, it is desirable to contract with the North Ce ntral Texas Officials Association to provide officials for such games; .arid, WHEREAS, the Association has performed very well at previous City games. NOW, THEREFORE, DE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT The City Manager is hereby authorized to execute a contract with the North Central Texas Officials Association to furnish officials at City's athletic leagues and' tournaments March 1. 1790 through February 28, 1991. ATTEST: City Clark !► s Page 2 of O Pages Agenda Item No.__ CITY OF WICHITA FALLS PARKS AND RECREATION DEPARTMENT CONTRACT FOR OFFICIATING SERVICES This agreement made and entered into by and between the City of Wichita Falls, a municipal corporation of the County of Wichita, State of Texas, hereinafter referred to as the City, and the North Central Texas Officials Association, Inc. hereinafter called Association. WITNESSETH; For and in consideration of the mutual covenants herincontained, the parties hereto do hereby agree as followss 1. Association shall furnish officials for basketball, softball, flag football and volleyball games in the City's Recreation Division during the term of this contract, and shall be required to have the following number of officials per league games as follows Softballs 2 Media Softballs 1 Co -ed 40 and over softballs 1 Co -ed 15 -18 year old softballs 1 Basketballs 2 Co-ed Basketballs 1 3 an 3 Basketballs 1 Flag Footballs 3 Volleyballs l In addition, the Association shall, upon notification by the Athletic Coordinator, furnish additional officials for designated games in league, regional, and state tournament playoffs. 2. The Athletic Coordinator or his authorized agent shall supervise the administration of this contract, and shall recommend to the Association any official who does not perform in a satisfactory manner, that said official is no longer acceptable to work under the terms of this contract. 3. City shall pay to Association for such services the following fees, and these shall be verified by the Athletic Coordinator or his authorized agents BASKETBALL $15.00 per official per game in all leagues, playoffs tournaments and regional playoffs. $17.00 per official per game in all co -ed and 3 on 3 league games. $7.00 per game for timer /scorekeeper in all leagues, playoffs and regional playoffs. SOFTBALL (SUMMER & FALL) $10.00 per official per game in all leagues, playoffs, tournaments, and regional playoffs. $13.00 per official per game in all 15 -1S year old co -ed and co -ed over 40 league games. $3.00 per game for scorekeeping in all leagues, playoffs, tournaments and regional playoffs. FLAG FOOTBALL $10.00 per official per game in all leagues, playoffs, tournaments, district and regional playoffs. VOLLEYBALL $10.00 per official per game in all league games. 4. The City shall pay the Association on a bi- weekly basis -upon submission of statements to the Parks and Recreation Department for services rendered the pre- vious two weeks. 5. Association game officials and scorekeepers may receive verbal notification of game changes and forfeits prior to game time from the Athletic Co- ordinator, the Recreation Superintendent, the Recreation Division Secretary, or the Athletic Information Recorder (761 -8857) of the Parks and Recreation Department. Same officials and scorekeepers will not receive any pay for forfeited games when prior notification has been made. 6. Association shall enforce all rules of the Parks & Recreation Department for league and playoff games as well as the current playing rules for the sport being officiated. 7. The Association is responsible for conducting training sessions for officials as listed, and pro- viding rule booksm A. Rule interpretations /current year rule changes. B. Mechanics. C. Uniform dress and appearance. S. The Athletic Coordinator shall conduct training sessions one A. City rules pertaining to the sport being officiated. B. Ground rules that are a permanent part of the playing areas. 9. This agreement shall be effective for a period of .w one (13 year from March 1, 1990 to February 28, 1991. In testimony whereof the parties hereto have caused these presents to be executed as of the day and year first set out above. 10. This contract may be amended by mutual agreement for additional officiating services of sports that are or- ganized for league play during the time of this con- tract.
