ORDINANCE APPROVING AGREEMENT WITH WILLIAM L.
HARALSON & ASSOCIATES , INC. FOR A FEASIBILITY
STUDY FOR A CONVENTION CENTER/CIVIC CENTER
COMPLEX, AND APPROPRIATING $20, 000 FROM THE
HOTEL/MOTEL FUND TO ACCOUNT NO. 26-052-4430
TO PAY FOR SUCH STUDY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, THAT :
SECTION 1. That certain agreement between the City of
Wichita Falls and William L. Haralson & Associates, Inc. , as set
out in their Proposal No. 6130 dated January 28 , 1985 , a copy of
which is attached hereto, for a feasibility study for a convention
center/civic center complex for the City of Wichita Falls, is
hereby approved, and the City Manager is authorized to enter into
such an agreement by accepting this proposal for the City of
Wichita Falls.
SECTION 2 . The need to make an expenditure for this study
is an unusual and unforeseen condition, which could not by
reasonable diligent thought and attention have been included in
the original budget, and therefore there is hereby appropriated
out of the Hotel/Motel Fund the sum of $20, 000 , which shall be
placed in Account No . 26-052-4430 , to be used to pay for this
feasibility study.

Gentlemen:
Pursuant to our visit to Wichita Falls last week, William L. Haralson at
Associates, Inc. (WLHA) is pleased to submit this proposal for a feasibility
study for a convention center/civic center complex for the City of Wichita Falls.
In undertaking this assignment, WLHA would utilize the services of Mr.
Louis C. Owen, CFE, the Executive Director of the Tarrant County Convention
Center in Fort Worth. Mr. Owen has worked with WLHA on similar assignments
in the past and his contribution has been invaluable.
MAJOR STUDY OBJECTIVES
Before presenting an outline of the scope of work, it is appropriate to
summarize the major study objectives, which we view as follows:
A. Determine current market conditions to include the needs for
convention/civic center facilities in Wichita Falls and the adequacy
of existing facilities to those needs.
B. Based on potential demand, formulate a concept for a new
convention/civic center facility.
C. Test the concept in terms of financial and economic benefits.
SCOPE OF WORK
In meeting the objectives stated above, WLHA proposes a work program
consisting of the following tasks.
A. Meet with designated City officials to review the objectives and
scope of work of the assignment and otherwise establish a basis for
effective dialogue during the course of the study.

B. Compile an inventory of facilities in Wichita Falls that accommodate
convention and civic center activity. For these facilities, WLHA
will obtain a set of data regarding the capacity and mix of facilities
available as well as operating data, as available.
C. Compile an overview of convention and civic center activity in the
Wichita Falls area and surrounding region, for subsequent use in
ascertaining demand for a new facility.
D. Compile an inventory of hotel/motel rooms in Wichita Falls and the
surrounding area.
E. Compile a list of major employers in Wichita Falls and select a
number of these to be contacted regarding the needs for convention
and civic center facilities.
F. Based on an analysis of the above, ascertain the opportunities for a
new convention/civic center facility in Wichita Falls.
G. Formulate a concept for the new facility to include size and capacity,
requisite support facilities and amenities, land requirements, and
locational criteria.
H. Prepare a financial pro forma analysis of the proposed facilities to
include operating revenues, expenses, and income, debt service, and
net income or loss.
I. Prepare a cost-benefit analysis to demonstrate the economic impact
of such a facility on the Wichita Falls economy.
J. Prepare a formal report containing the research and findings of the
feasibility study.
TIME AND COST
WLHA is prepared to undertake and complete this assignment within 120
days of authorization to proceed. Our fee for this assignment would be $20,000
to be paid as follows:
Within 30 days $ 5,000
Within 60 days 5,000
Within 90 days 5,000
Upon submission of the draft report 2,500
Upon approval of the draft report
and submission of the final report 2,500

Qualifications in Public Facilities Planning
A major focus of Mr. Haralson's professional experience has been and
continues to be in the area of public facilities planning. Typically, these
assignments involve conceptual planning and usually include market evaluation,
program formulation, financial analysis, location analysis, and
financing/implementation strategies.
Generic types of facilities for which Mr. Haralson has conducted planning
studies include city hall office space, auditoriums, convention and conference
centers, libraries, pedestrian malls, and recreation facilities. Specific
assignments have included a study for the Biblical Arts Center in Dallas, Texas;
an improvement program for the Southwestern Historical Wax Museum in Grand
Prairie, Texas; a planning and feasibility study for the proposed Nashville
Jubilee Theater in Nashville, Tennessee; a feasibility study for the proposed
American Music Hall of Fame (and theater) in Nashville, Tennessee; and an
analysis of public facilities needs at the Alabama State Fair in Birmingham
and Louisiana State Fair in Shreveport.
Other private sector clients have included Howard Hughes Development
Corporation, Six Flags Corporation, WSM/Opryland, White Water, Inc., Bryant
Morris Development, Frontier City, Sea-Arama Marine World, Marriott's Great
America, Wet 'n Wild, the Gatlinburg Ski Resort, Motel Resorts, Inc., the New
England Aquarium, the New York Zoological Society, the State Fair of Texas.
Other public sector clients have included the Springfield (Missouri) Parks and
Recreation Board, the Plano (Texas) Park Board, Genesee County (Michigan)
Parks and Recreation Commission, Franklin Park Zoo (Boston), the City of
Sandusky, the Owensboro (Kentucky) Chamber of Commerce, the Grand Island
(Nebraska) Chamber of Commerce, the Ohio Department of Natural Resources,
the Indiana Department of Natural Resources, Carbondale (Illinois) Park District,
City of Fort Wayne, City of College Station (Texas), the Ozark Regional
Commission, the Economic Development Administration, and the National Park
Service.
Prior to founding WLHA, Mr. Haralson was Vice President of Economics
Research Associates (ERA). He originally joined ERA in 1971 as a senior
associate in the Washington, D.C. office. In 1972, he relocated to the Chicago
area and opened ERA's Midwest office. Then, in 1976, he relocated to Dallas
and opened ERA's Southwest office.

A graduate of the University of Missouri, Mr. Haralson earned both
Bachelors and Masters degrees in economics. He is a frequent speaker to
professional and civic groups and has spoken before the North Texas Tourist
Council, the Texas Association of Convention and Visitor Bureaus, the Louisiana
Travel Promotion Association and the Louisiana Association of Convention and
Visitor Bureaus. Mr. Haralson was also an instructor at the Annual Water

Park Seminar for the fourth consecutive year.

LOUIS C. OWEN, CFE
Executive Director
Tarrant County Convention Center
Mr. Owen has been Executive Director of the Tarrant County Convention
Center for the past 16 years. This center is a multi-purpose facility occupying
20 city blocks located in downtown Fort Worth, Texas and consisting of the
following: a 14,000 seat arena, 200,000 square feet of exhibit space, 3,054
seat theatre, and 26 meeting rooms. Mr. Owen was employed as a consultant
during the planning and construction of the facility.
Prior to becoming Director of the Tarrant County Convention Center,
Mr. Owen was Director of the Santa Monica Civic Auditorium in Santa Monica,
California for eight years. The Auditorium, a part of the Civic Center complex
building, is noted for its outstanding presentations of the Academy of Motion
Pictures Arts and Sciences Academy Awards. Six performances of the the
Academy Awards were held at the Santa Monica Civic Auditorium under his
direction.
In addition, Mr. Owen was General Manager of the East Bay Iceland, Inc.,
in Berkeley, California for eight years. This ice-skating arena was the largest
on the Pacific Coast.
As a consultant, Mr. Owen has served a variety of clients including the
following: member of the Planning Committee for the 1960 Winter Olympics;
Anaheim (California) Convention Center and Stadium; Providence Civic Center
(Providence, Rhode Island); Topeka (Kansas) Civic Center; Anchorage (Alaska)
Civic Center; Lexington (Kentucky) Civic Center; Pine Bluff (Arkansas) Civic
Center; Abilene Civic Center; Lubbock Civic Center; Sam Houston State
University Sports Arena; Augusta/Richmond (Georgia) County Coliseum; public
facilities consultant for Ellerbe Architects in St. Paul (Minnesota); member of
the consortium of the Landmark Development Corporation in St. Paul, Minnesota;
Economics Research Associates (Los Angeles); Destination Resort Corporation
(Los Angeles); Sea World Marine Park in San Diego; and Carlton Centre in
Johannesburg, South Africa.
Mr. Owen is a member of the following organizations: International
Association of Auditorium Managers (IAAM); National Academy of Television
Arts and Sciences; American Society of. Association Executives; and the Fort
Worth Tourist and Convention Bureau. In addition, Mr. Owen has held the
following offices: Second Vice President, First Vice President, and President
of the IAAM; Treasurer of the Executive Board of the Trade Show Bureau;
President of the U.S. Ice Arena Managers Association (5 years); District Vice
President and Director-at-Large of the IAAM for two years; Casa Manana
Board of Directors (Fort Worth); and Director of the Texas Tourist Council.
