Res 035-91 2/19/1991RESOLUTION NO. ..1. / RESOLUTION APPROVING AMENDMENTS TO CIVIL SERVICE RULES ADOPTED BY FIRE FIGHTERS AND POLICE OFFICERS CIVIL SERVICE COMMISSION FOR THE CITY OF WICHITA FALLS BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: Those certain amendments to the Civil Service Rules of the City of Wichita Falls, a copy of which is attached hereto, which were adopted by the Fire Fighters and Police Officers Civil Service Commission are hereby approved. 66'' PASSED AND APPROVED THIS THE /7 day of -At-tuck/5/ , 19 40.° Mayor ATTEST: City Clerk BEFORE THE FIREFIGHTERS AND POLICE OFFICERS CIVIL SERVICE COMMISSION FOR THE CITY OF WICHITA FALLS On January 22, 1991 , a hearing was held before the Firefighters and Police Officers Civil Service Commission for the City of Wichita Falls, Texas , on the request from the Civil Service Director that Article XXI of the Civil Service Rules be amended. After hearing evidence and argument concerning the requested amendments to Article XXI of the Civil Service Rules , the Commission found that said amendments should be adopted. It is therefore the order of this Commission that Article XXI is hereby amended to read as follows : ARTICLE XXI. PHYSICAL REQUIREMENTS FOR FIREFIGHTERS AND POLICE OFFICERS Section 1.Medical Requirements .Candidates for original appointments and promotion must meet the following requirements . GENERAL APPEARANCE: The applicant must be free from any marked deformity; from all communicable parasitic, or skin diseases , or from the evidence of intemperance in the use of stimulants or drugs . The body must be well proportioned, of good muscular development, and show careful attention to personal cleanliness. OBESITY: Muscular weakness or poor physique will result in rejection. Obesity is a condition where the least horizontal circumference of the abdomen at rest at the umbilicus is greater than the normal circumference at the chest at the nipple line. DISEASES: Insanity, mental illness , psychological/emotional illness, epilepsy, exophthalmic goiter, paralysis , locomotor ataxia, concern, tuberculosis , Bright ' s disease, diabetes , syphillis , chronic ulcer, curvature of spine, or inarticulate speech will result in rejection. ARMS, LEGS, HANDS AND FEET: Must be free from infections of joints, sprains , deformities , stiffness, or other conditions , such as flat feet, ingrown nails, hammer-toes , or injury or loss of members which would prevent proper and easy performance of duty. No loss of fingers, impairment of use of foot, leg, hand or arm, or other structural defect or limitation likely to interfere with the safe performance of duties . VARICOSE VEINS: Off' a marked tendency to their formation will result in rejection. GENITALS: Must be free from deformities and disease.Pelvic examination required for female applicants . ) RUPTURE: In any form, actual, or potential, will result in rejection. RECTUM AND ANUS : Fissures , fistulas and external, or internal piles will result in rejection. RESPIRATION: Must be full, easy and regular, the respiratory murmur must be clear and distinct over both lungs, and no disease of the respiratory organs present. Pulse rate of more than 110 will result in rejection. CIRCULATION: The action of the heart must be uniform free and steady, its rhythm regular and the heart free from organic changes . BRAIN AND NERVOUS SYSTEM: Must be free from defect. DIGESTIVE SYSTEM: Must be free from chronic disease . KIDNEYS: Must be healthy and the urine normal. NOSE, THROAT, MOUTH AND TEETH: Obstruction to free breathing, chronic catarrh, enlarged or diseased tonsils will result in rejection. THE MOUTH: Must be well cared for and free from multiple cavities . The jaws must be free from badly broken or decayed teeth so far destroyed as to render filling or crowning impossible . Missing teeth must be supplied by crown or bridge work. Where site of teeth makes this impossible, rubber dentures may be accepted. Pyorrhea or Vincent ' s Angina will result in rejection. EYES: The applicant must be free from color blindness and must have normal depth perception. Loss of either eye, chronic inflammation of the lids, or permanent abnormalities of either eye will result in rejection. Applicant must have not less than 20/40 ( Fire Department) and 20/70 (Police Department) vision in each eye separately without correcting lenses of any kind, including contact lenses and not less than 20/40 (Fire Department ) and 20/70 ( Police Department ) acuity binocularly without correction. Provided, however, that in the case of a candidate being promoted to an administrative position, this requirement shall be waived. Vision must be correctable to not less than 20/20 acuity binocularly. EARS: Normal hearing with each ear is required. Candidate should hear ordinary conversation at 15 feet. Hearing shall not be less than 10/20 in the better ear for conversational tones without a hearing aid. CHEST X-RAY TEST: Is required before appointment. BACK TEST: Isometric strength testing required with actual specific job requirements for both Police and Fire. SEROLOGY TEST: Is required as deemed necessary by examining physician. DRUG SCREENING: Shall not use, be addicted to the use of narcotics or habit forming drugs or the excessive use of alcoholic beverages or liquor. Shall not require medication or drugs to maintain physical condition necessary to pass the physical examination. Section 2 . Instructions to Examining Physician. The necessity for the selection of such men/women only as are sound in all respects and are in every way physically qualified for the position is self-evident. The foregoing qualifications are important, but the examining physician should put such other questions or tests, bearing upon each case, as they may think necessary and proper, and the whole examination should be thorough, exact and circumstantial. The examining physician may also test the strength activity and physical capacity of all applicants who come up to standards required in the medical examination, and it is suitable to examine the strength of the back, chest, arms, and legs. A. Physical Examination 1 . Police Requirements. The duty requirements of police personnel are defined and specified as follows : a. All police personnel, regardless of rank or position, are subject to arduous duties regardless of whether the position is primarily considered an inside job or an outside job. Every police officer, regardless of position in the department, is. subject to being involved in dangerous duties . Officers must be in good physical condition, able to perform arduous duties . All police officers must be subject to changes in assignment which may involve great danger. 2 . Fire Requirements . The duty requirements of fire department personnel are defined and specified as follows : a. The primary duty of every firefighter is the saving of life, and the second duty is the saving of property. b. All members of the fire department, regardless of position or rank, must possess such physical fitness as to be able to rescue persons from buildings , to climb ladders , to handle 21 inch fire hose lines , to chop holes into roofs of buildings and to perform other strenuous duties . Physical fitness is an important factor in a well-organized and efficient department. r B. Psychological and Emotional Exams . Appropriate psychological and emotional examinations shall be required of all applicants for beginning positions, and the examinations shall be given by a licensed psychologist or physician appointed and paid by the City; and in the event of rejection, the applicant may request in writing, further examination by a board of three ( 3 ) persons who shall be either licensed psychologists or physicians , appointed by the Commission, but such further examination shall be at the expense of the applicant, and the findings shall be final. Section 3 . Physical Fitness and Agility Testing. A.Physical Fitness Assessment .The Physical Fitness Assessment testing for all Police and Fire applicants must be completed before acceptance to the training academy. The Physical Fitness Assessment testing shall be based on a pass/fail procedure. B. Physical Agility. The Physical Agility test for both Police and Fire applicants will be administered at the end of the training academy. The Physical Agility test shall be based on a pass/fail procedure.
