ORDINANCE AMENDING SECTION 25-21 OF THE CODE OF
ORDINANCES TO ALLOW MINORS UNDER THE AGE OF 13 TO
ATTEND PUBLIC DANCES TILL 11:00 P.M.
WHEREAS, Section 25-21 of the Code of Ordinances
currently provides that it is unlawful for minors under the
age of 16 to attend public dances after 10: 00 p.m. unless
that person is in the company of a parent or guardian; and
WHEREAS, attendance at dances by youth can be a
wholesome, innocent night-time activity which occurs with
increasing frequency; and,
WHEREAS, Section 25-21 of the Code of Ordinances has
not been amended to accommodate changed circumstances since
1941; and,
WHEREAS, it is the recommendation of the Youth
Activities Advisory Council that high school students should
be allowed to attend dances until shortly before curfew and
that junior high students should be allowed to attend dances
until 11:00 p.m.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF
THE CITY OF WICHITA FALLS, TEXAS, THAT:
Section 25-21 of the Code of Ordinances should be
amended to read as follows:
"Sec. 25-21. Attendance at dances of minors under
thirteen (13 ) years of age.
It shall be unlawful, after 11:00 p.m. to permit any
person to attend or take part in any public dance who has
not reached the age of thirteen (13 ) years unless such
person be in the company with a parent or guardian. It
shall be unlawful for any person to represent himself or
herself to have reached the age of thirteen (13 ) years in
order to obtain admission to a public dance hall or to be
permitted to remain therein when such person is in fact
under thirteen ( 13 ) years of age, and it shall also be
unlawful for any person to represent himself or herself to
be a parent or guardian of any person, in order that such
person may obtain admission to a public dance hall or to be
permitted to remain therein when party making the
representation is not in in fact either a parent or guardian
of the other person. "
