RESOLUTION TO APPROVE CONTRACT WITH
ENGINEERING FIRM OF BIGGS & MATHEWS, INC. FOR
ENGINEERING SERVICES FOR CONSTRUCTING A
CHLORINE DIOXIDE FACILITY TO COMPLY WITH
FEDERAL SAFE DRINKING WATER ACT
WHEREAS, the Federal Safe Drinking Water Act, in the form of
the Surface Water Treatment Rule, requires water treatment plants
to achieve certain specified levels of disinfection of drinking
water;
WHEREAS, a Surface Water Treatment Rule compliance study
conducted for the City by the firm of Biggs & Mathews, Inc. has
determined the City water treatment plants cannot meet the
mandatory requirements with existing disinfection facilities;
WHEREAS, the Biggs & Mathews study indicates that chlorine
dioxide facilities must be added to our current system in order
to meet the minimum disinfection levels;
WHEREAS, the City desires to engage the firm of Biggs &
Mathews, Inc. for the engineering services related to the design
and construction of the necessary chlorine dioxide facilities
with a maximum engineering fee of $33 , 000; and,
WHEREAS, the City Council has examined a proposed contract
for the stated engineering services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
The proposed contract with the engineering firm of Biggs &
Mathews, Inc. for engineering services related to the design and
construction of chlorine dioxide facilities is hereby approved
with a maximum engineering fee of $33, 000 for the base services
defined in the contract. The City Manager is authorized to
execute said contract for the City.
