RESOLUTION NO.
RESOLUTION AUTHORIZING THE CITY MANAGER TO
MAKE APPLICATION TO THE DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT FOR HOPE III
FUNDS AND AUTHORIZING THE CITY MANAGER TO
ACT AS THE CITY'S CHIEF EXECUTIVE OFFICER
IN ALL MATTERS PERTAINING TO THE CITY'S
PARTICIPATION IN THE HOPE III PROGRAM
WHEREAS, the City Council of the City of Wichita Falls
desires to develop a viable urban community, including expansion
of affordable housing for low income residents; and
WHEREAS, it is in the best interests of the City of
Wichita Falls to apply for funding under the HOPE III Program
which is designed for homeownership of single family homes; and
WHEREAS, the HOPE III Program is administered by the
Department of Housing and Urban Development.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
1. An application for HOPE III Funds is hereby authorized
to be filed on behalf of the City of Wichita Falls.
2 . The City's application be placed in competition for
funding under the HOPE III Program.
3 . The application be for $213 , 250 of grant funds to carry
out the purposes of the program.
4 . The application designates that the City of Wichita
Falls serve as the lead agency responsible for acquisition of
properties and overall program administration.
5. The Habitat for Humanity of Wichita Falls and the
Jerusalem Community Development Corporation be designated as the
private non-profit organization responsible for the
rehabilitation and production elements of the program.
6. The application be so stated that $75, 000 of the grant
be used to acquire five houses to be rehabilitated and sold by
Habitat for Humanity to low income first-time homebuyers.
7 . The application be so stated that $138, 250 of the grant
be designated for the Jerusalem Community Development Corporation
to acquire five houses and pay for some rehabilitation costs,
professional fees, and administrative costs of the program. The
completed houses will be sold to low income first-time home
buyers.
8. The City Council directs and designates the City Manager
as the City's Chief Executive Officer and Authorized
Representative to act in all matters in connection with this
application, including the right to sign grant agreements.
9. It further be stated that the total grant amount be
matched by no less than 33% to be generated by cash and in-kind
contributions.
