ORDINANCE WAIVING SECTION 5-49 (a) OF ORDINANCE
63-85 TO ALLOW A CHIMPANZEE, ABIGAIL, TO BE
OWNED/HARBORED BY MRS . MARGE FENNER WITHIN THE
CITY OF WICHITA FALLS.
WHEREAS , Mrs . Marge Fenner, of 169 Thaten Street, Wichita
Falls , Texas , owns and harbors a chimpanzee and such animal is
involved in an ongoing research program with the University of
Oklahoma; and,
WHEREAS , the City Council finds that the circumstances
involved in this request are exceptional, and that such waiver
should be granted .
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS , TEXAS , THAT:
The provisions of Section 5-49 (a) of Ordinance 63-85 are
hereby waived to allow the owning/harboring of a chimpanzee by
Mrs . Marge Fenner within the City of Wichita Falls .
The City Council finds that this ordinance is an emergency
measure, and it shall be effective from its adoption.
