Min 05/06/2014 CITY COUNCIL MINUTES May 6, 2014 Page 1 CITY COUNCIL MINUTES Wichita Falls, Texas Memorial Auditorium Building May 6, 2014 Item 1 - Call to Order The City Council of the City of Wichita Falls, Texas met in regular session on the above date in the Council Chambers of the Memorial Auditorium Building at 8:30 o’clock a.m., with the following members present. Glenn Barham - Mayor Tim Ingle - Councilors Ben Hoover Annetta Dotson - Michael Smith - Brian Hooker - Mary Ward - Darron Leiker - City Manager Miles Risley - City Attorney Tracy Norr - City Clerk Mayor Barham called the meeting to order. - - - - - - - - Item 2a - Invocation Rick Ross, Pastor of Liberty Baptist Church, gave the invocation. - - - - - - - - Item 2b - Pledge of Allegiance Mayor Barham led in the Pledge of Allegiance. - - - - - - - - Item 3a -Employee of the Month Lou Kreidler, recognized Marsha Jetton, Assistant to the Director of Nursing in the Health District, as the Employee of the Month. Mayor Barham presented a plaque, a letter of appreciation, restaurant tickets, and a check to Ms. Jetton and thanked her for her service. - - - - - - - - CITY COUNCIL MINUTES May 6, 2014 Page 2 Item 3b - Proclamation Mayor Barham read a proclamation establishing May 2014 as American Stroke Month in Wichita Falls. He encouraged citizens to educate themselves about stroke risks to improve their health outlook for the future. - - - - - - - - Item 3c - Proclamation Mayor Barham read a proclamation designating May 10, 2014 as the Stamp Out Hunger Food Drive for the Food Bank and National Association of Letter Carriers. He encouraged citizens to participate in the food drive. A representative of the letter carriers said their goal is to get 100,000 pounds of food donated to the Food Bank this year. - - - - - - - - Item 3d - Proclamation Mayor Barham read a proclamation establishing May 2014 as Bike Safety Month in Wichita Falls. He encouraged citizens to ride bicycles and to practice safety measures. Mark Beauchamp of the Traffic Safety Commission, thanked those who help make biking safe. - - - - - - - - Item 3e - Proclamation Mayor Barham read a proclamation establishing May 18, 2014 as Hope Sunday in support of the Relay for Life/American Cancer Society. Jackie Bush, the survivor chair of Relay for Life, said she is a two-time breast cancer survivor who credits her faith in God for her survival. She said Hope Sunday is to give thanks for surviving. - - - - - - - - Item 4- Comments from the Public to Members of the City Council Concerning Items That Are Not on the City Council Agenda. There were no comments given. - - - - - - - - Item 5 – 7h– Consent Items City Manager Darron Leiker gave a briefing on the items listed under the Consent Agenda. Moved by Councilor Smith that the Consent Agenda be approved. Nays: None - - - - - - - - CITY COUNCIL MINUTES May 6, 2014 Page 4 Item 8b – Ordinance No. 19-2014 ORDINANCE NO. 19-2014 Ordinance Amending Ordinance No. 20-2010 Declaring Certain Structures as Dangerous by Allowing the Property Owner Additional Time to Rehabilitate 1636 Hamlin aka 1638 Hamlin Moved by Councilor Hoover that Ordinance No. 19-2014 be passed. Motion seconded by Councilor Hooker. Donna Bradford, 1636 Hamlin, said the pictures show what was finished at the end of the first permit. She now has money to get a new permit. She explained her plans to complete the rehabilitation. Bobby Teague said the entire structure needs to be reroofed and exterior aesthetics need to be addressed. Moved by Councilor Ingle to amend the ordinance to allow 90 days to complete the work. Motion seconded by Councilor Smith. The amendment failed by the following vote: Ayes: Councilors Ward and Ingle. Nays: Mayor Barham, Councilors Smith, Hoover, Hooker, and Dotson. The motion failed by the following vote: Ayes: Councilors Ward and Ingle. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Ward, Dotson, Ingle, Smith, Hooker, and Hoover. Nays: None - - - - - - - - Item 8e – Ordinance No. 22-2014 ORDINANCE NO. 22-2014 Ordinance Awarding Contracts for a Utility Billing and Collections System and Municipal Court System to Tyler Technologies, Inc. in the Respective Amounts of $532,920 and $249,464, and Appropriating $173,000 in the Sanitation Fund for Additional Funding for the Utility Billing and Collections System Moved by Councilor Ingle that Ordinance No. 22-2014 be passed. Nays: None - - - - - - - - Item 9d – Resolution #50-2014 RESOLUTION NO. 50-2014 Resolution Authorizing the City Manager to Amend the City of Wichita Falls’ Application with the Federal Aviation Administration for a Continuation of a Passenger Facility Charge at Wichita Falls Municipal Airport in the Amount of $4.50 Moved by Councilor Hoover that Resolution No. 50-2014 be passed. Motion seconded by Councilor Hooker and carried by the following vote: Ayes: Mayor Barham, Councilors Ward, Dotson, Ingle, Smith, Hooker, and Hoover. Nays: None - - - - - - - - CITY COUNCIL MINUTES May 6, 2014 Page 7 Item 9e – Resolution #51-2014 RESOLUTION NO. 51-2014 Resolution Approving Amendment No. 3 to the Construction Manager at Risk Services Contract with Trinity-Hughes/Sundt Joint Venture for the Construction of the Wichita Falls Regional Airport Terminal Area Project (City of Wichita Falls – SPS Airport Terminal), and Authorizing the City Manager to Execute All Documents Necessary to Approve Trade Contractors and Subcontractors in Accordance with Chapter 2267 of the Texas Government Code Moved by Councilor Hooker that Resolution No. 51-2014 be passed. Motion seconded by Councilor Smith and carried by the following vote: Ayes: Mayor Barham, Councilors Ward, Dotson, Ingle, Smith, Hooker, and Hoover. Nays: None - - - - - - - - Item 10a – Staff Council Discussion Russell Schreiber gave an update on Stage 5 water restrictions. He noted lake levels are at 25.3%, so stage 5 drought restrictions are anticipated to begin within the next week. The public will be informed when implementation begins. He reviewed the additional restrictions that will be imposed. Lindsay Greer gave an update from the Convention and Visitors Bureau Update. She listed the upcoming conventions as well as conferences that will be bid on. She discussed new software that will be used to work with hotels. - - - - - - - - Item 10b – Discussion of Items of Concern to Members of the City Council Members of the City Council presented the following matters: Councilor Smith said the westbound Kell access road at Lawrence Road backs up frequently. Mayor Barham said TxDOT is working on a solution for the problem. Councilor Ingle thanked Mayor Barham and the staff for working with TCEQ. Councilor Ward said this is her last council meeting. She expressed appreciation to the staff and council, stating it has been a pleasure to be on the council. She noted Sheppard AFB has helped the city’s growth and that she is proud to live in Wichita Falls. Mayor Barham commented that the meetings with TCEQ were productive and a lot of decisions were made. TCEQ and the city are committed to make the water reuse project work as soon as possible. - - - - - - - CITY COUNCIL MINUTES May 6, 2014 Page 8 Item 11 – Executive Session City Council went into Executive Session at 10:26 a.m. in accordance with Texas Government Code §551.071 and §551.072.
