Ord 005-86 2/4/1986 ORDINANCE NO. 5-1-D G AN ORDINANCE MAKING AN APPROPRIATION FROM VARIOUS FUNDS FOR THE HOLLIDAY CREEK PROJECT WHEREAS, the City Council has made a commitment to construct improvements to the Holliday Creek Channel for flood control purposes; and WHEREAS, the voters of the City of Wichita Falls have supported this project through the passage of a bond issue; and WHEREAS, additional funding for this project was identified to include interest earnings on various other bond issues; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION ONE. There is hereby appropriated from the General Obligation Bond Fund, Fund 52, the amount of $581 ,425.79 to be placed in account number 52-648-4399. SECTION TWO. There is hereby appropriated from the Certificate of Obligation Fund, Fund 53, the amount of $359,245.91 to be placed in account number 53-649-4399. SECTION THREE. There is hereby appropriated from the 1981 General Obligation Bond Fund, Fund 54, the amount of $784,787.93 to be placed in account number 54-651-4399. SECTION FOUR. There is hereby appropriated from the 1982 General Obligation Bond Fund, Fund 55, the amount of $721 ,656. 14 to be placed in the following account numbers: 55-652-4399 471 ,656.14 55-653-4391 250,000.00 SECTION FIVE. There is hereby appropriated from the Holliday Creek Fund, Fund 56, the amount of $182,472.01 to be placed in account number 56-647-4399. SECTION SIX. These appropriations recognize a growing need to address the flooding problems associated with Holliday Creek. Given the size and nature of the problem and the inability of the City to address the problem through its operating budget, the use and appropriation of the currently available and non- operating funds outlined above is expressly authorized for this purpose. The fact that the project is underway and payments must be made to the various contractors employed on the project creates an emergency.
