ORDINANCE ESTABLISHING SECTION 29-94 OF THE CODE
OF ORDINANCES , CITY OF WICHITA FALLS , TO PROVIDE
FOR THE REDUCTION OF SPEED LIMITS FOR STREETS
UNDER CONSTRUCTION OR REPAIR AND DECLARING AN
EMERGENCY.
WHEREAS , the Wichita Falls City Council finds the health,
safety and welfare of the community will be properly served by
the reduction of speed limits for streets under construction.
NOW, THEREFORE, BE IT ORDAINED BY. THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS , TEXAS, THAT:
The Code of Ordinances, City of Wichita Falls, Texas, is
hereby amended by adding a section to be numbered 29-94 , which
said section reads as follows :
"Sec . 29-94 . Regulation of Speed; Construction Areas .
Whenever the city traffic engineer shall determine upon the
basis of an engineering and traffic study investigation of a high-
way, street, or part of a highway or street that the prima facie
speed limit under this article should, in the interest of safety,
be reduced because such highway, street or part of a highway or
street is under repair, construction or maintenance, the city
traffic engineer may determine and declare a reasonable and safe
speed limit and the change shall be effective at all times when
appropriate signs are erected giving notice thereof . "
As the reduction in speed limits for streets currently under
repair is needed at the earliest possible date to preserve public
safety, this ordinance is declared to be an emergency and shall be
in full force and effect immediately upon its passage.
