A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS AUTHORIZING THE MAYOR TO EXECUTE AN INTERLOCAL
COOPERATION AGREEMENT WITH WICHITA COUNTY FOR THE
PARTIAL FUNDING OF A FEASIBILITY STUDY OF THE
CONSTRUCTION OF A TURNPIKE BETWEEN WICHITA FALLS AND
ABILENE; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC
AS REQUIRED BY LAW.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS:
SECTION 1. That the Mayor be and is hereby authorized to
execute an interlocal agreement with Wichita County for the
partial funding of a feasibility study, to determine the
feasibility of building a turnpike between Wichita Falls and
Abilene, Texas, in accordance with the attached interlocal
agreement, the same made a part hereof for all purposes.
SECTION 2 . It is hereby officially found and determined
that the meeting at which this resolution was passed was open to
the public as required by law.

AN AGREEMENT TO PROVIDE PARTIAL FUNDING
FOR A TURNPIKE FEASIBILITY STUDY BETWEEN
THE CITY OF WICHITA FALLS AND WICHITA COUNTY
STATE OF TEXAS
COUNTY OF WICHITA
This agreement, made and entered into by and between
Wichita County, hereinafter called "County, " acting herein by
and through its County Judge and County Commissioners' Court,
pursuant to an order duly passed by the Commissioners' Court
of said County, and the City of Wichita Falls, hereinafter
called "City, " a municipal corporation of the State of Texas,
acting herein by and through its Mayor, hereunto being duly
authorized,
WITNESSETH:
WHEREAS, said County and City, pursuant to the provisions
of the Interlocal Cooperation Act, codified as Chapter 791 of
the Texas Government Code, have determined that it would be to
the best interests of such County and City and to the
inhabitants thereof that provision be made for the partial
funding of a turnpike feasibility study; and,
WHEREAS, the Texas Turnpike Authority Board of Directors
has agreed to conduct a study on the feasibility of

constructing a turnpike from Wichita Falls to Abilene, with
twenty (20%) percent of the cost of such study to be funded
with local contributions; and,
WHEREAS, twenty (20%) percent of the cost of the
feasibility study is Thirty Five Thousand and No/100
35, 000.00) Dollars, of which the City of Wichita Falls and
Wichita County have agreed to pay one-third (1/3) of such
cost, the same being Eleven Thousand Six Hundred and Sixty Six
Dollars and 66/100 ($11, 666. 66) ; and,
WHEREAS, the feasibility study is a necessary planning
tool that must be performed prior to any decision regarding
the construction of a turnpike from Wichita Falls to Abilene
which would benefit the citizens of both communities and those
communities which would be located adjacent to any constructed
turnpike; and,
WHEREAS, the City Council of the City of Wichita Falls
and the Commissioners' Court of Wichita County believe that
the construction of such a turnpike between the City of
Wichita Falls and the City of Abilene would greatly benefit
the economy and potential industrial development within
Wichita County and the City of Wichita Falls.
NOW, THEREFORE, the City and County agree as follows:
1. The City and the County agree to pay for one-third
1/3) of the cost of the feasibility study, the same being
Eleven Thousand Six Hundred Sixty Six and 66/100 ($11, 666. 66)
Dollars in the following proportions: Four Thousand and

No/100) ($4, 000. 00) Dollars to be paid by the County, and
Seven Thousand Six Hundred Sixty Six and 66 100 $7 666. 66 toY
be paid by the City.
2 . This agreement shall be in effect until such time as
the feasibility study is complete; provided further, that the
Texas Turnpike Authority shall provide a copy of the final
feasibility study to the City and County so that same may be
used as a planning tool.
3 . That nothing herein shall commit the City or the
County to any future funding of feasibility studies and/or
other costs that may be associated with the planning or
construction of a turnpike between the City of Wichita Falls
and the City of Abilene.
