RESOLUTION TO APPROVE MODIFICATION TO UTILITY
SERVICES CONTRACT WITH SHEPPARD AIR FORCE
BASE TO INITIATE A REGIONAL WASTEWATER
CONNECTION
WHEREAS, the City of Wichita Falls operates a wastewater
collection and treatment system with sufficient capacity to
accept sewage from SAFB;
WHEREAS, the City and SAFE have been negotiating for an
extended time on the terms and conditions of a contract for the
provision of this utility service by the City to the Base;
WHEREAS, the City currently receives about 400 of the total
raw sewage flow from SAFB at the City-owned Northside Wastewater
Treatment Plant;
WHEREAS, a collection system extension must be installed to
the south boundary of the Base to allow the remaining 60% of the
SAFB raw sewage to flow to the City-owned River Road Wastewater
Treatment Plant;
WHEREAS, the City and SAFE have reached an understanding of
the costs for this project and the amount SAFE will pay for their
portion of the project construction;
WHEREAS, it is necessary to complete the acquisition of
right-of-way and engineering design, and to issue solicitations
for bids before final contract costs and SAFB costs will be
known;
WHEREAS, it is the desire of SAFB and the City to take a
first step in the process whereby SAFB will commit $400, 000 to
the project to demonstrate their resolve and to allow the City to
proceed with the bidding process; and,
WHEREAS, the Council has examined a modification to the
Utility Services Contract between the City and SAFB for the
purposes of establishing the initial understandings related to
the project.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
Contract modification P00011 to Utility Services Contract
No. F 41612-78-D004 between the City of Wichita Falls and
Sheppard Air Force Base is hereby approved, ant the City Manager
is authorized to execute the same for the City of Wichita Falls.
