RESOLUTION AUTHORIZING THE CITY MANAGER
TO EXECUTE A ONE YEAR CONTRACT WITH THE
NORTH CENTRAL TEXAS OFFICIALS ASSOCIATION , INC .
WHEREAS , it is desirable to provide qualified officials
for the City 's organized sports programs; and
WHEREAS , the North Central Texas Officials Association
has performed well during the past several years .
NOW , THEREFORE , BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF WICHITA FALLS , TEXAS , THAT:
The City Manager is authorized to execute a one
year contract with the North Central Texas Officials
Association to provide officiating services for the City 's
organized sports programs .

This agreement made and entered into by and between the
City of Wichita Falls, a municipal corporation of the County
of Wichita, State of Texas, hereinafter referred to as the
City, and the North Central Texas Officials Association,
hereinafter called Association.
WITNESSETH:
For and in consideration of the mutual covenants herein,
the parties hereto do hereby agree as follows:
1. Association shall furnish officials & scorekeepers
for basketball, softball, flag football and
volleyball games in the City's Recreation Division
during the term of this contract, and shall be
required to have the following number of officials
and scorekeepers per league games as follows:

the Program coordinator, furnish additional officials and
scorekeepers for designated games in league, regional,
and state tournament playoffs.

2. The Program Coordinator or his authorized agent shall
supervise the administration of this contract, and shall
recommend to the Association any official who does not
perform in a satisfactory manner , that said official is
no longer acceptable to work under the terms of this
contract.
1 3. City shall pay to Association for such services the
following fees, and these shall be verified by the
Program Coordinator or his authorized agent:
BASKETBALL
$17.0Q per official per game in all leagues, playoffs,
tournaments and regional playoffs.

$7.00 per game for timer/scorekeeper in all leagues,
playoffs and regional playoffs.
SOFTBALL
(SUMMER & FALL)
$10.00 per official per game in all leagues, playoffs,
tournaments, and regional playoffs.
$13.00 per official per game in all 15-18 year old co-ed,
40 and over co-ed, Sunday recreation and girls slow pitch
1 league games.
$15.QQ per official per game in all youth fast pitch.
$5.00 per game for storekeeping in all leagues, playoffs,
tournaments and regional playoffs.
FLAG FOOTBALL
$10.00 per official per game in all leagues, playoffs,
tournaments, district and regional playoffs.
VOLLEYBALL
$10.00 per official per game in all adult league games.
07.00 per official per game in all youth league games.
4. The City shall pay the Association on a bi-weekly
basis upon submission of statements to the Parks and
Recreation Department for services rendered the P revious
two weeks.

5. Association game officials and scorekeepers may

receive verbal notification of game changes and forfeits
prior to game time from the Program Coordinator, the
Recreation General Services Superintendent, the Customer
Service Attendants or the Parks and Recreation
Information Line (761-7495-13).
Game officials and scorekeepers will not receive any pay
for forfeited games when prior notification has been
made.
6. Association shall enforce all rules of the Parks &
Recreation Department for league and playoff games as
well as the current playing rules for the sport being

officiated.
7. The Association is responsible for conducting
training sessions for officials as listed, and providing
rule books:
A. Rule interpretations/current year rule changes.

8. Mechanics.
C. Uniform dress and appearance.
8. Officials and Scorekeepers shall be registered with
the State or National organization of the sport for which
officiating and scoring is being performed.
9. The Program Coordinator shall conduct training
sessions on:
A. City rules pertaining to the sport being
• officiated and the filing of required incident
reports.
B. Ground rules that are a permanent part of
the playing areas.

1 10. This agreement shall be effective for the period from
March 15, 1993 to February 28, 1994. In testimony
whereof the parties hereto have caused these presents to
be executed as of the day and year first set out above.
1 11. This contract may be amended by mutual agreement for
additional officiating services of sports that are
organized for league play during the time of this
contract.
