ORDINANCE ESTABLISHING POLICY ON PROVIDING
FREE RENTAL OF THE ACTIVITIES CENTER AND
MEMORIAL AUDITORIUM FOR CONVENTIONS WHOSE
PARTICIPANTS OCCUPY A SPECIFIED NUMBER OF
HOTEL/MOTEL ROOMS.
WHEREAS, it is found that conventions and tourism provide
economic benefits to the City and a large segment of its citizens,
and consequently the City and the Wichita Falls Board of Commerce
and Industry, through its Convention and Visitors Bureau, promote
and encourage the convention and tourism industry in Wichita
Falls; and,
WHEREAS, in order to provide an additional incentive to
attract conventions to the City, the City of Wichita Falls has
in the past provided free rental of the Activities Center to
conventions whose participants occupy over 300 hotel/motel rooms;
and,
WHEREAS, the City Council desires to establish a formal
policy on providing free rental of the Activities Center to
conventions whose participants occupy over 300 hotel/motel rooms,
and free rental of the Memorial Auditorium to conventions whose
participants occupy over 500 such rooms.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
There is hereby adopted the following policy on providing
free rental of the Activities Center and Memorial Auditorium
to conventions whose participants occupy a specified number
of hotel rooms:
SECTION 1. Activities Center:
A. Any convention whose participants occupy over 300 hotel/
motel rooms may utilize the Activities Center at no rental charge.
B. Such convention must comply with all provisions of
the standard contract for rental of the Activities Center, including
the furnishing of liability insurance.
C. Any furniture and equipment required by the convention,
other than that which is available at the Activities Center,
shall be provided by the convention at the convention' s expense.
SECTION 2. Memorial Auditorium:
A. Any convention whose participants occupy over 500 hotel/
motel rooms may utilize the Memorial Auditorium at no rental
charge.
B. Such convention must comply with all provisions of
the standard contract for rental of Memorial Auditorium, including
the furnishing of liability insurance.
C. The convention shall be responsible for paying the
cost of stage hands and/or Wichita Falls Police Department person-
nel for control of parking outside the building, if in the opinion
of the Auditorium/Activities Center Manager these persons are
needed.
SECTION 3. Verification that a convention' s participants
will occupy the required number of hotel/motel rooms will be
made by the Board of Commerce and Industry.

SECTION 4. Utilization of either facility under this policy
by such a convention is subject to availability of the facility.
