A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR
ASSISTANCE UNDER THE TEXAS DEPARTMENT OF HOUSING AND
COMMUNITY DEVELOPMENT "HOME" TENANT BASED RENTAL
ASSISTANCE PROGRAM, AND TO EXECUTE ANY NECESSARY
CONTRACTS WITH THE STATE AND THE HELEN FARABEE CENTER
TO OPERATE THIS PROGRAM; FINDING AND DETERMINING THAT
THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS
OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, due to a recognized need for additional rental housing for
both the mentally ill and the homeless, the Helen Farabee Center has
requested City of Wichita Falls to join them in an application to the
State of Texas Tenant Based Rental Assistance Program under the HOME
program; and,
WHEREAS, the City of Wichita Falls, acting as the Public Housing
Agency, will have to enter into a contract with the State of Texas if
this application is approved; and,
WHEREAS, the City Manager will have to enter into an Memorandum of
Agreement between the Housing Division and the Helen Farabee Center to
operate the program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS THAT:
SECTION 1. The City Manager is authorized to apply to the State of
Texas for a two-year project involving $400,000 worth of Tenant Based
Rental Assistance.
SECTION 2. The City Manager is authorized to enter into a contract
with the State of Texas if the application is approved.
SECTION 3. The City Manager is authorized to execute a Memorandum
of Agreement between the Housing Division and the Helen Farabee Center
for the day-to-day operation of the program, if the application is
approved.
SECTION 4 . It is hereby officially found and determined that the
meeting at which this resolution was passed was open to the public as
required by law.
