A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, TAKING FINAL ACTION ON VISTA
CABLEVISION'S INITIAL BASIC CABLE SERVICE RATES FILED
WITH THE CITY ON AUGUST 15, 1994; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS DISCUSSED WAS OPEN TO THE PUBLIC AS REQUIRED BY
LAW.
WHEREAS, on August 15, 1994, Vista Cablevision filed with
the City of Wichita Falls FCC Forms 1200, 1205, 1210 and 1215,
seeking cable rate approval of the basic cable and service rates
in effect within the City of Wichita Falls; and,
WHEREAS, the City Council of the City of Wichita Falls has
had sufficient time to review these rates and held a public
hearing on the reasonableness of such rates on the 1st day of
November, 1994; and,
WHEREAS, the City Council of the City of Wichita Falls finds
that the filing of Vista Cablevision, Inc. , has been done in
conformance with FCC guidelines and Ordinance No. 129-93,
previously adopted by the City Council on the 5th day of October,
1993 .
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS:
SECTION 1. That the request for cable rate approval for the
basic service tier, equipment and installation charges heretofore
filed by Vista Cablevision on August 15 and as supplemented on
September 15, 1994, and the rates contained therein, the same
attached hereto and made a part hereof for all purposes, are
hereby approved as the maximum allowable rates Vista Cablevision,
Inc. , may charge for the basic service tier, equipment and
installation rates within the City of Wichita Falls, Texas.
SECTION 2. It is hereby officially found and determined
that the meeting at which this resolution was passed was open to
the public as required by law.

Remotes
The maintenance hours for remotes are a calculation based on the number of remotes in the
system. Based on historical estimates we need to perform maintenance on approximately 10%of
the remotes each year, and the maintenance takes approximately 15 minutes. The maintenance
performed is mostly cleaning and replacing batteries. We do not repair broken remotes.
Therefore, the maintenance hours are: 4,020 remotes x 10% x .25 hours = 101 hours. The total
number of maintenance and repair hours is 101.

Non-addressable Converters
The maintenance and repair hours for non-addressable converters were calculated based on the
type and age of the converters used in the system. Historical information on frequency of repair
and length of time spent on repairs was used to calculate repair hours per converter for each type
of converter. Similar historical information was gathered on maintenance of returned
non-addressable converters. Repair and maintenance hours per converter were added together
and multiplied by the number of each type of converter in the system.
Based on our experience with these converters in all our systems we determined that these
converters fail at a rate of 9.4% annually and take .5 hours to repair. Therefore, repair hours
equal: 11,813 converters x 9.4% fail rate x .5 hours = 555 hours. Maintenance is required on
boxes that are returned. This takes .25 hours per converter to clean, perform maintenance and
restock the converter. Based on our experience in this system we determined the return rate to be
3.5%. Therefore, maintenance hours are: 11,813 converters x 3.5% x .25 hours = 103 hours.
The total number of maintenance and repair hours is 658.
Schedule D
The hours used to determine standard costs for installation activities are based on reasonable
expectancies for these activities. We use these same reasonable expectancies to schedule
installation in a reasonable workload and for performance evaluations for our installers. The
reasonable expectancies are developed by the Vice President of Engineering for our division and
his staff. The reasonable expectancies are based on historical information and many years of
expectancies and running cable systems usingreasonableex8Yexpenenceinbothdevelopingp
reasonable expectancies. They were not developed for use in FCC forms but have been used for
years. There is no actual documentation by system because this process has been used for years.

The costs and expenses on Line 1 relate to all customer service representatives,
service/installation technicians, dispatchers, their supervisors, and the tools, equipment, and
supplies they need to perform their jobs and other expenses relating to installation, service, and
maintenance of customer equipment. In total for this system these people spend 20% of their
time on average working on installing new customers, customer equipment service calls, and
maintenance of customer equipment. The 20% was obtained using estimates from each
employee of their time spent on these activities in a typical month. The activities include items
such as:
Answering customers calls requesting installation and keying the information into the
billing system
Routing technician's work for customer equipment service and installation calls
Entering completed work orders for installations into the billing system
Repairing and cleaning returned converters

Hours relating to maintenance of customer equipment, service calls, and installation of service
were determined by the same process as in Line 2. Line 4 represents 20% of the total hours
worked by all customer service representatives, service/installation technicians, dispatchers, and

The amount of labor that is required for the five activities you requested is quite variable and
under no circumstances can be scientifically fixed with any amount of accuracy. You have
requested labor times for:
1) Unwired home installation
2) Prewired home installation
3) Additional outlet at time of primary installation
4) Additional outlet after primary has been installed
5) Relocation
Factors that affect the times for these activities across our division are:
1) Geographic area(type of terrain)
2) General weather conditions(wind, ice, snow,temperature,and rain)
3) Type of dwelling units(masonry, frame,aluminum siding)
4) CATV facilities location(rear easement, front street, alley,etc.)
5) Weighted driving time from work place to average work site
6) Tap density loading of the system tap ports(the number of new taps which may be
installed per new connect customer)
Analyzing specifically the Wichita Falls, TX system,the following is a reasonable expectancy of
the amount of labor that will be incurred for these specific tasks:
1) New installation of one outlet in a non-prewired, individual dwelling at a
random location at a random time of year, month and day. 1.183 hours
2) New installation of one outlet in a prewired, individual dwelling at a
random location at a random time of year, month and day. 8160 hours
3) An additional outlet installation in a non-prewired, individual dwelling at
the time of the primary installation. 5710 hours
4) An additional outlet installation in a non-prewired, individual dwelling at
a random location,but not completed at the time of primary installation thus
requiring an isolated truck trip at a random time. 9054 hours
