ORDINANCE APPROPRIATING $1,500,000
FROM THE WEST TEXAS UTILITY FUND
AND $2,337,600 FROM THE WATER AND
SEWER FUND FOR LAND ACQUISITION FOR
THE LAKE RINGGOLD PROJECT AND DECLAR-
ING AN EMERGENCY.
determined that the City' s WHEREAS, it has been deter ' s future water y
requirements can be best met through the construction of an
additional reservoir; and
WHEREAS, the best location for such reservoir is on the
Little Wichita River just south of its confluence with the Red
River; and
WHEREAS, negotiations have been successfully completed for
the purchase of a substantial amount of land at the reservoir
site; and
WHEREAS, successful completion of this purchase requires
that the purchase transaction be finished prior to the end of the
current calendar year.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, THAT:
Section 1. There is hereby appropriated the sum of
$1,500,000 out of the West Texas Utility Fund to be placed in the
following account:
16-754-5110 $1,500 ,000
Section 2. There is hereby appropriated the sum of
$2,337,600 from the Water and Sewer Fund to be placed in the
following account:
81-708-5110 $2,337,600
Section 3. In order to provide sufficient cash resources
for operation of the Water and Sewer Fund, interfund transfers
from the City' s General Fund are hereby authorized as determined
to be reasonable and necessary by the Chief Accounting Officer of
the City of Wichita Falls.
Section 4. This appropriation constitutes a change to the
adopted budget for the City of Wichita Falls. A growing public
necessity exists, and this is an emergency expenditure required
to meet unusual and unforeseen conditions which could not, by
reasonable, diligent thought and attention, have been included in
the 1986-1987 budget

Section 5. The successful completion of this purchase
requires that it be finished prior to the end of the current
calendar year. The fact that this amount will be due and that it
is essential for the immediate use of the City of Wichita Falls
creates an emergency. Therefore, this ordinance shall become
effective immediately upon its passage.
