MAKING AN APPROPRIATION FROM THE
GENERAL FUND FOR THE PURPOSE OF
CONSTRUCTING A FOUR FIELD
SOFTBALL COMPLEX
WHEREAS, construction of the Holliday Creek channel resulted
in the elimination of two existing softball fields; and
WHEREAS, the Council desires to construct a softball complex
designed to serve both local needs and to attract visitors from
throughout our region and state; and
WHEREAS, a final site for this complex was not established
until after the adoption of the Fiscal Year 1986-87 budget; and
WHEREAS, an estimate of the cost of constructing such a
complex was not available until after the adoption of the Fiscal
Year 1986-87 budget; and
WHEREAS, immediate action is required to make the necessary
funds available to construct this complex in order to provide
replacement fields and to have said
fields ready for play in the

spring of 1988;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
There is hereby appropriated from the Hotel/Motel Fund the
amount of $69,418. 66 to be placed in account number 26-052-4391
for the purpose of constructing a four-field softball complex. A
grave public necessity exists, and this is an emergency
expenditure to meet unusual and unforeseen conditions which could
not, by reasonable, diligent thought and attention, have b-en
included in the 1986-87 budget.
