ORDINANCE ESTABLISHING FINES AND FEES
CHARGED AT THE KEMP PUBLIC LIBRARY
WHEREAS, it is the policy of the Kemp Public Library of the
City of Wichita Falls, Texas to assess fines and fees for
overdue, lost and damaged library materials and various services
provided.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
The following fines and fees for the Kemp Public Library are
hereby established:
Section 1. Overdue and/or Lost Books, Records, Audio
Cassettes and Book and Audio Cassette Kits
Patrons shall be assessed a fine of ten cents per day per
item for all overdue books, records, audio cassettes and book and
audio cassette kits, until the item is returned or the
replacement cost and approximate processing costs involved in
accessioning a replacement item is reached. However, a three-day
grace period is provided, whereby no fine is charged on items if
they are returned within three days of the due date.
If an item is lost, the patron shall be required to pay a
set fee based on the replacement cost of the item and the
approximate processing costs involved in accessioning the
replacement item.
Section 2. Overdue and/or Lost Sixteen Millimeter Movies
and Video Cassettes
Fines for sixteen millimeter movies and video cassettes
shall be assessed at the rate of one dollar per item per day
until the replacement price of the item is reached.
Section 3 . Damaged Materials
Damaged materials shall be inspected by the library staff
and the following charges shall be assessed based upon the degree
of damage:
Torn date cards - $ . 10
Torn pockets - $ . 25
Simple crayon, ink or pencil damage - $ . 50 to $1.00
Rebinding - Rebinding and processing costs to rebind item
Total damage - Replacement and processing costs of new item
Audio cassettes dropped in drop box - $ . 50
Video cassettes and records dropped in drop box - $1.00
Section 4. Lost Library Cards
A new library card shall be issued as replacement for a lost
library card for a two dollar charge for adults and a one dollar
charge for children.
Section 5. Photocopying
Patrons may make Xerox copies for a ten cent per copy charge
and may make microfilm copies for a twenty-five cent per copy
charge.
Section 6. Census Microfilm
A patron may request a census microfilm for a three dollar
per roll lease charge.
Section 7. Proceeds
All proceeds from the payment for lost books shall be
deposited into the Special Revenue Fund Account earmarke for
purchases of materials and equipment for the Kemp Public Library.
