CI(p-G (0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, DECLARING A MORATORIUM FOR 120 DAYS ON THE ISSUANCE OF PERMITS FOR OFF-PREMISE ADVERTISING SIGNS; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, the City Council has heard concerns from the public as to the increasing number of billboards in the City and has instructed the Planning and Zoning Commission to review this issue; and WHEREAS, the Planning and Zoning Commission has reviewed current regulations involving size, height, placement and other issues involving billboard regulations, and has heard testimony from City staff involving the number of recent permits issued for billboards and concurs that billboard placement has escalated above the normal number of permits historically received for such advertisement; and WHEREAS, the Planning and Zoning Commission has determined that the continuing proliferation of billboards in the City creates clutter and an unacceptable appearance within the City, and negatively affects the image of the City; and WHEREAS, the City Council has determined that the Planning and Zoning Commission should have sufficient time to develop regulations addressing the size, placement and other issues involving billboards. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. A moratorium is hereby declared on the acceptance of any application for a permit to install an off-premise sign for a period of 120 days in order to provide sufficient consideration toward the development of regulations for appropriate control of off-premise signage. SECTION 2. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law.
