RESOLUTION SUPPORTING RE-AUTHORIZATION OF FEDERAL
AVIATION ADMINISTRATION AIRPORT IMPROVEMENT
PROGRAM (AIP) FUNDS AND URGING U.S. SENATORS, PHIL
GRAMM AND KAY BAILEY HUTCHISON, AND U.S.
CONGRESSMAN, WILLIAM THORNBERRY, TO ENSURE
PASSAGE
WHEREAS, the air transportation system is the linchpin of our national and local
economies and is essential to the safe domestic and international transportation of
people and goods; and
WHEREAS, airports support local economic development by producing complete
transportation services, stimulating business activity and investment, and creating jobs;
and
WHEREAS, investing in our aviation infrastructure is essential to the provision of
airline and air transportation facilities for the present and future; and
WHEREAS, the Airport Improvement Program (AIP) is a critical funding element in
the development of the nation's aviation infrastructure and supports capital development
projects in every state of the union; and
WHEREAS, the Federal Aviation Administration (FAA) has indicated that at least
six billion dollars a year is needed to maintain and improve the nation's airport
infrastructure; and
WHEREAS, AIP is funded from the aviation trust fund revenues which is funded by
user fees paid by the traveling American public and the surplus in the aviation trust fund
is nearly $5.1 billion; and
WHEREAS, a legislative appropriation gives legal authority to spend or obligate
money from the Treasury and an authorization is required prior to such an appropriation;
and
WHEREAS, the authorization for AIP expires September 30, 1996, and re-
authorization of AIP is crucial to the continued development of infrastructure projects at
the Wichita Falls Municipal Airport; and
WHEREAS, the City of Wichita Falls Aviation Advisory Board recommends to the
City of Wichita Falls City Council that a resolution supporting re-authorization of AIP be
passed,
NOW, THEREFORE, E IT RESOLVED BY THE CITY OF WICHITA FALLS, TEXAS,
THAT:
The City Council of the City of Wichita Falls, Texas, supports Re-
Authorization of Federal Aviation Administration AIP and that U.S. Senators,
Phil Gramm and Kay Bailey Hutchison, and U.S. Congressman William
Thornberry, are urged to do everything within their power to ensure the
passage of an AIP Re-Authorization prior to September 30, 1996, in order to
preserve benefits for all airports, higher entitlement allocations, simplified
distribution of funds, increase of general aviation funds, and provision of
adequate funds for Letter of Intent.
