Res 031-96 3/5/1996RESOLUTION NO. 3\-Ci(Q A RESOLUTION SUPPORTING THE CONSTRUCTION OF AN ELEVATED PORTION OF FREEWAY ALONG U.S. HIGHWAY 287; REQUESTING THAT THE TEXAS TRANSPORTATION COMMISSION CONNECT THIS ELEVATED PORTION TO HIGHWAYS SHOWN ON THE NATIONAL HIGHWAY SYSTEM; PROVIDE THE NECESSARY SYSTEM TO MAINTAIN AND PROMOTE THE ECONOMIC VIABILITY AND POTENTIAL OF EXISTING AND FUTURE BUSINESSES; FINDING AND DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, The City Council has determined that the existing portion of U.S. Highway 287 between Seventh Street and Fifteenth Street poses a continued high risk to motorist using this corridor shown by historical accident data; and WHEREAS,The City Council finds that the creation of an elevated freeway along this corridor would serve to provide uninterrupted movement of traffic along a significant highway shown on the National Highway System, while maintaining to the fullest extent possible existing businesses along this corridor to serve the community and commuting motorist; and WHEREAS,The City Council finds that the creation of an elevated freeway along this corridor would serve to provide greater opportunities for economic development by providing the possibility for providing alternative north and south routes for traffic otherwise utilizing heavily congested interstates through cities in non-attainment areas as defined by the Clean Air Act of 1991; and WHEREAS, The City Council finds that the creation of an elevated freeway along this corridor should require that the freeway be designed to provide non-stop linkages to other transportation corridors as shown on the National Highway System, more specifically Interstate 44, U.S. Hwy. 287 and U.S. 82; that the elevated portion be designed for three north-bound and three south-bound through lanes of travel in order to provide the greatest level of possibilities for this project, and that it be constructed in a single phase, greatly limiting the future need to disrupt traffic and otherwise create chaos for the economic well-being of existing businesses. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS,THAT: SECTION 1. The City Council and the citizens of Wichita Falls request that the Texas Transportation Commission urgently considers constructing an elevated portion of highway along U.S. 287 to provide enhanced safety and increase the economic development potential of the region. SECTION 2. The City Council and the citizens of Wichita Falls request that the Texas Transportation Commission urgently considers linking this elevated freeway to Interstate 44, U.S. Highway 287 and U.S. Highway 82, and provide three north-bound and three south-bound lanes of travel together with the necessary ramping. SECTION 3. The City Council and the citizens of Wichita Falls request that the Texas Transportation Commission urgently considers construction in a single phase including the provision of ramps to Sixth Street and from Fifth Street, to and from U.S. 82(Kell Freeway), along with the maintenance of existing on and off ramps. SECTION 4. It is hereby officially found and determined that the meeting at whici his resolution was passed was open to the public as required by law.
