A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,TEXAS,
AUTHORIZING THE CITY MANAGER TO APPLY FOR ASSISTANCE UNDER THE
TEXAS DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT
EMERGENCY SHELTER GRANT PROGRAM, AND TO EXECUTE ANY NECESSARY
CONTRACTS WITH THE STATE AND NONPROFIT AGENCIES INCLUDED IN THE
APPLICATION TO OPERATE THIS PROGRAM; FINDING AND DETERMINING THAT
THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
WHEREAS, due to a recognized need for additional financial assistance to improve the quality of
emergency shelters for the homeless, to meet the costs of operating emergency shelters, and to provide
certain essential services to homeless persons, several non-profit agencies have requested the City of Wichita
Falls to join them in an application to the State of Texas Emergency Shelter Grant Program; and,
WHEREAS, the City of Wichita Falls, acting as the administering agency, will have to enter into a
contract with the State of Texas if this application is approved; and,
WHEREAS, the City will have to enter into a subrecipient agreements between the Housing
Division and the non-profit agencies of the Maternity Cottage Inc.; First Step, Inc.; Salvation Army;
Children's Aid Society, Inc.; and the United Way to conduct the activities described in the application.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS THAT:
SECTION 1. The City Manager is authorized to apply to the State of Texas for a one year project
involving $189,315 in financial assistance.
SECTION 2. The City Manager is authorized to execute into a contract with the State of Texas if
the application is approved.
SECTION 3. The City Manager is authorized to execute a subrecipient agreement between the
Housing Division and the non-profit agencies for the day-to-day operation of the program, if the application
is approved.
SECTION 4. It is hereby officially found and determined that the meeting at which this resolution
was passed was open to the public as required by law.
