Res 089-97 6/17/1997RESOLUTION NO. — RESOLUTION FOR ACCEPTANCE OF PROPOSAL OF MULTIPLE LABORATORIES TO PROVIDE LABORATORY SERVICES FOR THE FEDERAL INFORMATION COLLECTION RULE WHEREAS, the Environmental Protection Agency through the Information Collection Rule is requiring the City of Wichita Falls to conduct a series of chemical and biological tests on our raw and treated waters over an 18 -month period; WHEREAS, the sampling, testing and reporting procedures for this program are closely specified and monitored by the Environmental Protection Agency; WHEREAS, the laboratories authorized to perform the tests must be pre- approved by the Environmental Protection Agency; WHEREAS, the City of Wichita Falls prepared a Request for Proposal for the laboratory services to fulfill this requirement, and sent the proposal to interested labs who are pre- approved by EPA; WHEREAS, we have received proposals from various approved labs in three categories of chemical analyses, viral analyses, and protozoan analyses; WHEREAS, the City Request for Proposal specified a series of evaluation criteria for selection of the laboratory to receive award of the proposal; WHEREAS, the City Staff has evaluated the proposals and has recommended to award of proposal based on the evaluation criteria; and, WHEREAS, the Council now desires to award the proposals. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The proposal by Environmental Health Laboratories of South Bend, Indiana for chemical analyses is accepted with a maximum cost of $42,006.00. The proposal of NSF International of Ann Arbor, Michigan for the protozoan analyses is accepted with a maximum cost of $15,980.00. The proposal of Biovir of Venicia, California for the viral analyses is accepted in the maximum amount of $41,526.00. The City Manager is authorized to execute the appropriate contracts with the cited laboratories for the specified services. PASSED AND APPROVED this the 17th day of June, 1997. ATTEST: 1.
