A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE
AN INTERLOCAL AGREEMENT BETWEEN THE CITY OF WICHITA
FALLS, THE WICHITA FALLS INDEPENDENT SCHOOL DISTRICT,
AND WICHITA COUNTY, ESTABLISHING AN ADVISORY TASK
FORCE AND PROGRAM COORDINATOR TO REVIEW GANG
ACTIVITY AND VIOLENCE IN THE GREATER WICHITA FALLS
VICINITY; FINDING AND DETERMINING THAT THE MEETING AT
WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS,
TEXAS:
SECTION 1. That the City Manager be and is hereby authorized to execute on
behalf of the City an interlocal agreement between the City of Wichita Falls, the Wichita
Falls Independent School District, and Wichita County, for the purpose of establishing
an advisory task force and program coordinator to review gang activity and violence in
the greater Wichita Falls vicinity.
SECTION 2, A copy of said agreement is attached hereto and made a part
hereof for all purposes.
SECTION 3. It is hereby found and determined that the meeting at which this
resolution was passed was open to the public as required by law.

COUNTY OF WICHITA
This agreement, made this the day of * 1997, by and
between Wichita County, the Wichita Falls Independent School District and the
City of Wichita Falls, pursuant to the authority of the Texas Interlocal
Agreement Act, Chapter 791 of the Texas Government Code, for the purposes of
establishing an Advisory Task Force and program coordinator to reduce youth
gang activity and violence in the greater Wichita Falls vicinity.
WITNESSETH:
I.
There is hereby established by the governing bodies of the respective
parties to this agreement an advisory task force consisting of the following
individuals: representing the City of Wichita Falls shall be its Mayor, City
Manager and Police Chief, representing Wichita County shall be its County
Judge, Sheriff, District Attorney, Family Court Administrator and
Supervisor/Juvenile Probation; representing the Wichita Falls Independent
School District shall be the President of the School Board, the Superintendent of
Schools, the Director of Student Services and a member of Court Compliance.
The above-named advisory task force, formerly known as the "Gang Task
Force Advisory Committee" shall be known as the "Greater Wichita Falls Youth
Interdiction Advisory Board," hereinafter referred to as "Board."
Ii.
The Board shall elect from among themselves a Chairman and Vice-
Chairman to preside over the meetings of the Board. The Board shall advise the
governing bodies of the respective parties hereto on ways and means to reduce
youth gang involvement, criminal activity, and violence. The Board shall further
establish goals for a Youth Services Coordinator to be hereinafter further
described, and evaluate the effectiveness of such Coordinator's efforts in
achieving such goals. A copy of such goals are attached hereto as Exhibit "A" and
made a part of this agreement for all purposes. The Board shall meet on a
monthly basis or as needed.
III.
The position of Youth Services Coordinator is hereby established, whose
job description is attached hereto as Exhibit "B." Such position Shan be funded in
part by a grant from the Criminal Justice Division, Office of the Governor, for the
first year. Subsequent funding through year five shall be on a declining grant
amount of 80% for year two, 60% for year three, 40% for year four, and 20% for
year five.
The respective parties hereto may on an equal basis fund the difference
between the grant amount and the required budget for the coordinator's position
for years after year one. The level and scope of such future years' funding will be
subject to the discretion of the governing bodies of the parties hereto on an
annual basis. During the term of this agreement, the respective parties hereto
shall on an equal basis provide the funding for the operations of the Coordinator,
including but not limited to, office, telephone, training, and similar necessary
expenses. In the event the grant funding for the first year's budget is insufficient
to attract a qualified coordinator, the parties agree that they will equally share
the funding of any deficiency.
IV.
The Youth Services Coordinator shall be an employee of Wichita County
and shall be under the supervision of the County Juvenile Probation
Department. The Coordinator shall report monthly or as requested to the Board
referenced in paragraph I hereof and shall be accountable to the Board in regard
to goal achievement and job description fulfillment.

This agreement shall be effective for a period of one year and Shan remain
in effect for successive periods of one year unless any party hereto shall give
notice at least thirty (30) days in advance to the other parties hereto of its intent
to terminate. Such notice shall be given at least thirty (30) days prior to any
anniversary date of this agreement.

This agreement may be amended only by an instrument in writing, duly
approved by the governing bodies of the parties hereto.
IN WITNESS WHEREOF, the parties hereto acting under authority of
their respective governing bodies, have caused this agreement to be duly

JUVENILE SERVICES DIVISION
YOUTH VIOLENCE REDUCTION PROGRAM COORDINATOR
General Description
The Coordinator position will implement the plan of Action and the strategies adopted by the
Gang Task Force. The position requires above average organizational skills and the ability to
coordinate the many activities that the plan sets forth. The position requires the ability to work
effectively with individuals and groups to implement strategies with minimal conflict. The
position requires the working of flexible hours including evenings and weekends. The
Coordinator will orchestrate the activities of the committees and will assist the committees in the
execution of their strategies of intervention.
The position of Coordinator will be accountable to the Gang Task Force or its designee and be
evaluated on the progress made in reducing gang activity and violence within the communities.
The position will be the project director for the CJD grant funding the position of Coordinator.
The Coordinator will develop and submit quarterly reports to the Gang Task Farce outlining the
progress being made by addressing the measurements stated in the CJD grant.
Examples of Work Performed
1) Coordinate activities between community based programs.
2) Maintain statistical information.
3) Facilitate the development of new projects and promote programs as alternatives to gang
violence.
4) Develop video PTA's and Speaker's Bureau to provide public awareness to the youth in the
community.
5) Work with PTA's, Neighborhood Watches and other civic organizations to promote public
awareness on issues such as gang activity and juvenile delinquency.
6) Recruit and train volunteers to assist in the effort to present prevention type program.
7) Keep accurate time and mileage logs.
8) Performs other related duties requested by properly constituted authority.

Minimum Qualifications
1) Be of good moral character;
2) Graduation from an accredited college or university with a Bachelor's Degree, and have
direct job experience in developing and coordinating programs.
3) Be able to travel for training.

1) Knowledge and application of English language, including good verbal skills.
2) Knowledge and application of Spanish language including good verbal skills is preferable.
3) Ability to facilitate groups in a learning setting.
4) Ability to work flexible hours including nights and weekends.
