RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A
GRANT APPLICATION TO THE CORPORATION FOR NATIONAL
SERVICE FOR THE 1998 MARTIN LUTHER KING DAY PARADE AND
PRAYER BREAKFAST.
WHEREAS, the Martin Luther King Prayer Breakfast and Parade began in
January 1990 with one hundred sixteen (116) people in attendance; and,
WHEREAS, this event which honors the principles and ideals of the late
Reverend Martin Luther King, Jr. has grown to over seven hundred in attendance in
1997; and,
WHEREAS, the Corporation for National Service is making grants available to
further promote the principles and ideals of Dr. King.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
Section 1. The City Manager is hereby authorized to submit a grant application to
the Corporation for National Service for the 1998 Martin Luther King Prayer Breakfast
and Parade.
Section 2. A copy of the grant application is included as Exhibit A.

A. The first function the Martin Luther King Center will have
in observance of Martin Luther King Day will be our annual prayer
break-,"ast to be held on Saturday, January 17, 1998 at 8:45 a.m. at
,.--he Multi - Purpose Events Center. This will involve our youth,
citizens from the community, clubs, businesses, organizations and
elected officials. The Martin Luther King Prayer Breakfast will

consist of six prayers. This will allow our youth I
schccIs as well as citizens from the community to participate.
The Martin Luther King, Jr. Memorial Scholarship will be
awarded to a high school senior. The recipient can receive the
scholarship for the next four years as long as they are in good
standing with the university they are attending.
The meditation message is directed toward our youth. This year
we will have Joe Clark, former principal of Patterson, New Jersey's
Eastside High. Clark was the subject of the hit movie "Lean on Me".
He is now serving as director of New Jersey's Essex County Youth
House.
The second activity that the Martin Luther King Center will
have in observance of Martin Luther King Day will be our Martin
Luther King Day Parade. The parade will
involve individuals, clubs,
churches, youth groups and organizations involved in the Martin
Luther King Day Parade. The parade will be held on Monday, January
19, 1997 at 3:00 p.m. in downtown Wichita Falls.

This community parade will allow Wichitians of all races and
creeds to enter floats, decorated cars, bands, drill teams, etc. in
honor of one of America's outstanding citizens.
B. The Martin Luther King Prayer Breakfast for 1998 is a
community sponsored event to promote the ideas of Martin Luther
King, Jr. and to honor his birthday. The breakfast is expected to
have a participation rate to exceed nine hundred (900) individuals
including two hundred (200) disadvantaged youth. Children wii-' be
included from various Boys and Girls Clubs and YMCA's.
The purpose of the prayer breakfast is to bring together
citizens of the Wichita Falls community to promote a common purpose
and racial unity and to inspire our youth to work for a better
future.
This year's program will include citizens and community
leaders in prayers for peace, hope, comfort, and today's youth. The
speaker will be Mr. Joe Clark, the controversial, bat wielding,
bullhorn toting former principal of Patterson, New Jersey's
Eastside High School. Clark was the subject of the hit movie "Lean
on Me". He is now serving as director of New Jersey's Essex County
Youth House. He uses hard hitting tactics to rehabilitate criminal
youth. Telling his students what he tells audiences - never give
up, never stop believing in yourself, and always fight one more
round.

included in this year's program will be the Martin Luther
King, Jr. Memorial Scholarship awarded to a graduating high school
senior from one of the three local high schools. The recipient cf
the scholarship must maintain at least a 2.9 grade average, have
good leadership skills, and have a successful high school career.
The purpose of the scholarship is to promote the ideas of Dr.
Martin Luther King, Jr. in tomorrow's leaders.
The government entities that are involved include the Mayor's
office, City Council, City Manager, County Commissioners, District

Judge's office, State Senator, State Representative, and U.S.
Representative. Also included are Midwestern State University,
Sheppard Air Force Base, high schools, Ministerial Alliance and
citizens of all creeds and color.
These organizations have come together for the past nine years
to oromote the ideas of Dr. Martin Luther King, Jr. and to
celebrate his birthday. It is the largest event in the city outside
of ball games to bring so many people together from all walks Of
life to pray and celebrate.
C. The Martin Luther King Center is a multi-purpose center
built in 1978 by the City of Wichita Falls. The services provided
at the center include daycare, senior citizens programs, a health
clinic and neighborhood group activities. The center is also used

for community meetings and the center staff provides a variety of
referral services and programs for neighborhood residents.
The Martin Luther King Prayer Breakfast and Parade began
January 13-15, 1990 with one hundred sixteen (116) people in
attendance. We have seen tremendous growth in attendance to seven
hundred and four (704) in 1997.
Over the years, several hundred citizens from all walks of
life have attended the activities for Martin Luther King, Jr. Day.
It has been and will always be our primary goal to provide the
community with words of determination and lasting encouragement as
we continue our efforts to keep the dream alive.
D. The Martin Luther King, Jr. Day activities are coordinated
by the Community Center Coordinator. The coordinator is responsible
for planning, organizing the activities, budget, soliciting
volunteers, preparing news and press releases, programs plans,
locating facilities, supervises the work of Clerk Typist I and
volunteers and increase public awareness to the general community.
Also, performing related work as required.
The Clerk Typist I is responsible in assisting the Community
Center Coordinator in the over all planning of the Martin Luther
King, Jr. Day activities. Participating in the planning and in the
absence of the Community Center Coordinator supervises the work of
the volunteers.

Other duties include typing correspondence, memoranda, reports, and
programs. Receives, sorts, and rcutes all incoming mail, answers
public inquiries related to the Xartin Luther King, Jr. Day. Orders
and pickup supplies, materials and performs related work as
required.
The volunteers under the direction of the Community Center
Coordinator play a major role In the activities of Martin Luther
King, Jr. Day and the success of the programs, decorations, floats,
signs and telephone calls. They perform related work as required.

4. The Annual Salary of the Martin Luther King Center
Coordinator in $37,727.04 with forty-three percent time spent on
project. The total cost is $16,222.63. Federal funds requested are
$1,845.85 for the Martin Luther King, Jr. Day function for
planning, organizing, budgeting, soliciting volunteers, preparing
news and press releases, program plans, supervising the work of the
Clerk Typist I and volunteers.
The Annual Salary of the Martin Luther King Clerk Typist I is
IM,_7.07._20 with seventy-five percent of the time spend on project.
The total cost is $10,280.40. Federal funds requested are $1,000.00
for the Martin Luther King, Jr. Day function for typing
correspondence, memoranda, reports, programs, receiving, sorting
and routing all incoming mail, answering public inquiries related
to Martin Luther King, Jr. Day and ordering and picking up
supplies.
The fringe benefits for the Community Center Coordinator and
the Clerk Typist I are $5,579.32 with one hundred eight percent
spent on the project. The Federal funds requested is $341.50.
The Supplies tha� are needed for the Martin Luther King, Jr.
Day will be materials used, displays and props, flowers, crepe
paper, wire, glitter, glue, poster boards, letter head, envelopes,

paper and graphic design services used in advertising. The total
:ost is $400.00. The Federal funds requested are $400.00. The
printing and photocopying cost are $385.05 for printing programs,
invitations, tickets and fliers. The Federal funds requested are
