RESOLUTION NO.
A RESOLUTION SUPPORTING THE COMPOSITION OF THE
BOARD OF DIRECTORS OF THE MERGED HELEN
FARABEE ROLLING PLAINS MENTAL HEALTH MENTAL
RETARDATION CENTER, AND APPROVING AMENDMENTS
TO THE BYLAWS TO ACCOMPLISH SUCH
REPRESENTATION; FINDING AND DETERMINING THAT
THE MEETING AT WHICH THIS RESOLUTION WAS
PASSED WAS OPENED TO THE PUBLIC AS REQUIRED BY
LAW.
WHEREAS, the City Council of the City of Wichita Falls has previously
approved the merger of the Helen Farabee Mental Health and Mental
Retardation Center with the Rolling Plains Center in order to accomplish
economies of service to the mental health and mental retardation needs of the
Wichita Falls area and surrounding counties, and
WHEREAS, in order to ensure adequate representation on the Board of
Directors of such merged centers an agreement has been reached by all
participating entities, and
WHEREAS, it is necessary to amend the bylaws of the merged centers
concerning the composition of the Board of Directors in order to reflect the new
proposed composition of such board.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS:
Section 1. That the City Council further supports the amendment of the
bylaws of the merged centers to reflect that the Board of Directors be appointed
in accordance with this section. That approval is hereby given to the proposed
composition of the merged Helen Farabee Mental Health and Mental Retardation
Center and the Rolling Plains Center so that such board shall be comprised as
follows:
a) Five members shall be appointed from the participating counties
excepting Wichita County
b) Two members shall be appointed by the City of Wichita Falls and
one member by Wichita County
c) One member shall be appointed by the participating counties other
than Wichita County with the approval of such appointment by the City of Wichita
Falls and Wichita County.
d) The City shall review the composition of the board on an annual
basis to insure that it reflects a fair representation considering population and
caseload.
Section 2. It is hereby found and determined that the meeting at which
this ordinance was passed was open to the public as required by law.
