RESOLUTION TO APPROVE ENGINEERING CONTRACT WITH BIGGS
& MATHEWS, INC. FOR EPA INFORMATION COLLECTION RULE
TREATMENT STUDY
WHEREAS, the City of Wichita Falls is required by the federal Information
Collection Rule to conduct a laboratory bench -scale treatment study and to report the
results to the Environmental Protection Agency;
WHEREAS, this study and the analysis and the data derived from the study
exceed the expertise of the City staff and require the City to engage an engineering
consultant; and,
WHEREAS, the Council has examined a proposed contract with the engineering
firm of Biggs & Mathews, Inc. to accomplish the stated treatment study.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The contract with Biggs & Mathews, Inc. to provide engineering services for the
EPA Information Collection Rule Treatment Study is hereby approved with a maximum
cost of $161,450 for the granulated activated carbon bench -scale study. If the City is
required, under the EPA rules to change to a membrane filtration bench -scale study, a
lump sum fee of an additional $16,000 will be paid to the Consultant. The City Manager
is authorized to execute the contract for the City of Wichita Falls.
