Ord 060-87 7/7/1987• ORDINANCE NO. 41'-47 ORDINANCE WAIVING SECTION 22-1(a) , PARAGRAPHS 5, 8, AND 9, AND SECTION 22-3 AND SECTION 22-4 OF THE CODE OF ORDINANCES TO COVER CERTAIN ACTIVITIES SCHEDULED DURING THE RED RIVER CHILI CHAMPIONSHIP IN JAYCEE PARK ON SEPTEMBER 18, 19 AND 20, 1987, AND APPROVING THE SALE OF BEER. WHEREAS, the Jaycees are sponsoring the 1987 Red River Chili Championship in Jaycee Park on September 18 , 19 and 20, 1987, and they have requested that the City Council waive Section 22-1(a) , Paragraphs 5, 8 and 9 of the Code of Ordinances to allow some of the out-of-town entrants to sleep in trailers in the complex on September 18 and 19, to allow the sale of beer and other concessions during the hospitality party, the dance and cook-off, and to allow the placement of advertising signs in Jaycee Park during the event, that the Council waive Section 22-3 to extend the park curfew until 1: 00 o'clock a.m. on Saturday, September 19, 1987, and that the Council waive Section 22-4 to allow possession and consumption of alcoholic beverages during the hospitality party from 5: 00 o'clock p.m. to 7: 00 o'clock p.m. and for the public dance from 8:00 o'clock p.m. to 12: 00 o'clock midnight on Friday, September 18, 1987, and during the cook-off. They have also requested that the Council approve the temporary sale of beer at the Jaycee Park Complex during this event, as provided in Section 5420 of the zoning ordinance; and, WHEREAS, it appears that the circumstances concerning this request are exceptional, and the waivers should be granted, and the temporary sale of beer should be approved. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: The Wichita Falls Jaycees are granted permission to reserve a section of Jaycee Park for this event on September 18, 19 and 20, 1987; the above cited sections of the Code of Ordinances of the City of Wichita Falls are hereby waived in accordance with the stated request; the temporary sale of beer at the Jaycee Park Complex during this event is hereby approved, as provided in Section 5420 of the zoning ordinance.
