Ord 085-87 9/1/1987 ` o ` 1 Ordinance No. 85-87 AN ORDINANCE ESTABLISHING A DEVELOPMENT FEE SCHEDULE AND REPEALING ALL FEES IN CONFLICT HEREWITH WHEREAS, the City Council of the City of Wichita Falls, Texas, deems that development fees shall be established to recover at least part of the actual service cost, and; WHEREAS, the City Council desires to provide for a single development fee schedule. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. This ordinance shall be called the Development Fee Ordinance. SECTION 2. The following development fees are hereby established, and shall be paid at the time of application: PERMIT OR FEE TYPE AMOUNT 1. BUILDING PERMITS A. New building or addition to an existing building ( 1) Residential use - single family, $ .06 x total sq. ft. duplex, garage, storage, carport, of building. other outbuildings ( 2) Residential use - multi-family apartments (over 2 units) , motels, $ . 07 x total sq. ft. hotels, dormitories (excluding of building. high rise) ( 3 ) Business or mercantile use $ . 07 x total sq. ft. of building. (4) Assembly, educational, institu- tional, hazardous, factory $ . 075 x total sq. ft. industrial, or high rise use of building. ( 5) Storage (commercial) $ . 06 x total sq. ft. of building. (6) Other unclassified building uses $ .06 x total sq. ft. of building. 2 B. Repairs, alteration, remodel or finish out of existing buildings ( 1) Up to and including two thousand dollars ($2,000) valuation of work $25. 00 ( 2) Over two thousand dollars ( $2,000) $25. 00 + $3 .00 per one valuation of work thousand dollars ($1,000.00) valuation of work over $2,000.00 C. Minimum fee charge for (A) & (B) above $25.00 D. Signs ( 1) Up to and including eighty ( 80) sq. ft. total sign face area (on premise) $25 .00 ( 2) Over eighty ( 80) sq. ft. (on premise) $50. 00 ( 3) All off-premise signs $100.00 E. Demolition $25.00 per bldg + $100. 00 refundable clean-up deposit. F. Building moving $50. 00 + actual cost of Traffic Dept. in excess of $50.00. G. Swimming pools $25. 00 H. Mobile or manufactured homes (outside of a mobile home park) $25. 00 I. Flammable or combustible liquid storage tanks, service station $25.00 per tank tanks installation J. Fire suppression sprinkler system or $75.00 per new system standpipe system $25.00 per modifica- tion or addition to an existing system. K. Plan review fees ( 1) New building or addition (except $ . 02 x total sq. ft. storage buildings) of building ( 2) Commercial storage buildings $ .01 x total sq. ft. of building ( 3 ) Repair, alteration, remodel $ .01 x total sq. ft. or change of occupancy of building 3 ( 4) Plan review fees do not apply to residential storage, single-family residential construction, demolition, swimming pools, signs, or mobile or manufactured homes L. Reinspection fee $15. 00 2. ELECTRICAL PERMITS A. New building construction, including new additions to existing buildings (1) Residential use - single family, duplex, multi-family up to three $ .0175 x total sq. ft. stories of bldg or addition (2) Commercial use - motels, hotels, business, retail sales, services, $ . 02 x total sq. ft. all other commercial of bldg or addition. ( 3 ) Storage buildings Wiring for a storage building shall be charged a fee based upon the square foot rate or by fixture. B. Alteration, repair, addition to, or replacement of electrical installa- tions in or on an existing building or premises - Misc. fees. ( 1) Outlets, fixtures, (each) $0.40 ( 2) Gasoline pumps, fans or heat pumps, exterior light poles for parking lots, streets or sports activity lighting (each) $2.00 (3 ) Meter loop alteration or change out (each) $25. 00 (4) Passenger elevators, freight elevators, or escalators (each) $25.00 ( 5) Electrification of a sign (each) $25.00 ( 6) Carnivals, circuses, fairs Each concession $ 1.50 Each generator $ 7 . 50 C. Minimum fee for A. & B. above The minimum fee for each electrical permit shall be $10 . 00 if the actual value of work is $250.00 or less. If the actual value of the work is greater than $250. 00 the minimum fee shall be $25.00. • 4 D. Other Fees (1) Reinspection fee $15 .00 ( 2) General inspection $15 .00 3 . PLUMBING PERMITS A. Fixture Rate Fee Water closets, Bath tubs, Lavatories, Kitchen sinks, Pantry sinks, Service sinks, Urinals, Showers, Sand traps, Condensate drain, Water heaters, Floor drains, Disposals, Dishwashers, Water fountains, Bath heaters, Washing machines, All other fixtures not listed (each) . $1.65 Grease traps Trailer traps Sewer Gas service line (unmetered gas) , Gas inspection (metered gas) , Floor or wall furnace, Gas dryer, Outside appliances. $5 .00 Disconnect sewer, Septic tank, Incinerator. $10.00 B. Minimum fee for A. above The minimum fee for each plumbing permit shall be $10. 00 if the actual value of work is $250.00 or less. If the actual value of the work is greater than $250.00 the minimum fee shall be $25.00. C. Other fees Reinspection fee $15 .00 Excavation permit $25 .00 General inspection $15. 00 Lawn sprinkler system permit $25.00 5 4. HEATING, VENTILATION, AIR CONDITIONING EQUIPMENT PERMITS A. Residential use - single family, duplex ( 1) New installation $25.00 ( 2) Repair, alteration, or addition to existing system $25 .00 B. Commercial use - all other ( 1) New installation $25.00 + $3 per $1,000 valuation of work. ( 2) Repair, alteration, or addition to $25.00 + $3 per existing system $1,000 valuation of work. C. Boilers - all $25.00 D. Reinspection $15.00 E. General or temporary operation insp. $15. 00 F. In all buildings except one and two family dwellings using in self-contained air conditioning units less than two (2) tons, the fee charged shall be that for the total tonage of all units combined. Minimum fee for any permit $25. 00 5. PLATTING (Final and Preliminary) Up to 1 acre $50 .00 More than 1 acre $50. 00 + $10 per acre or fraction thereof. Notification plat $50.00 in addition to above. Plat vacation $50.00 - The above fees shall not apply to the following types of plats: (i) Plats submitted by the City of Wichita Falls or any governmental or public educational agency. (ii) Plats submitted to correct minor drafting errors in a recorded plat. (iii) Plats filed for the purpose of dedicating land to the City of Wichita Falls in which no other subdivision of land is shown. • f 6 ( iv) Replats occasioned by governmental action. - Fees for revised preliminary plats shall apply to the area changed from the previous submission. 6 .
