RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A
GRANT APPLICATION TO THE TEXAS LIBRARY ASSOCIATION IN THE
AMOUNT OF $2,500 FOR STORYTIME KITS
WHEREAS, the Kemp Public Library serves a population of approximately 124,000,
including the City of Wichita Falls and surrounding communities, and
WHEREAS, according to statistics contained in the 1990 census, 15.5% of the
population of Wichita Falls is below the poverty level, and
WHEREAS, 49.8% of the students enrolled in Wichita Falls Independent School
District qualify for free and reduced meals through the national school lunch program, and
WHEREAS, educators in the school district and surrounding areas would benefit
from the use of storytime kits, and
WHEREAS, the primary targeted use of the kits will be five federally funded day
care centers whose enrollment was 236 children in March 1997, and
WHEREAS, we have been notified that the Texas Book Festival Award is making
grants available in the amount of $2,500 which must target youth services, preferably to
underserved populations such as the economically disadvantaged.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Manager is hereby authorized to submit a grant application to the Texas
Book Festival Award for 10 -12 storytime kits for youth services.
