RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LEASE
WITH THE ARTS COUNCIL, WICHITA FALLS AREA, INC., OF THE
KEMP PUBLIC LIBRARY BUILDING FOR A PERIOD OF 50 YEARS;
DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION
WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW.
WHEREAS, the City of Wichita Falls has received a proposal from the Arts
Council, Wichita Falls Area, Inc., to lease the former Kemp Public Library building
located at 300 Lamar Street; and,
WHEREAS, the Arts Council would utilize such facility for lawful and charitable
uses in service to the public of the City of Wichita Falls and the surrounding area; and,
WHEREAS, the Arts Council intends to undertake extensive renovation of the
building and has submitted to the City its renovation plan; and,
WHEREAS, the City Council of the City of Wichita Falls, Texas, finds that the
intended use of the former Kemp Public Library facility is in the best interests of the
public.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. All the above preambles and recitals above and found to be true
and correct.
SECTION 2. The Mayor be and is hereby authorized to execute a 50 -year lease
of the Kemp Public Library building to the Arts Council, Wichita Falls Area, Inc., in
accordance with the terms and conditions of said lease agreement and renovation plan,
attached hereto and made a part hereof for all purposes.
SECTION 3 It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law
PASSED AND APPROVED this the 6th day of October, 1998.
