A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WICHITA
FALLS, TEXAS, REQUESTING THAT THE TEXAS MUNICIPAL
LEAGUE SPONSOR AND /OR SUPPORT LEGISLATION IN THE
76TH TEXAS LEGISLATURE THAT WOULD AUTHORIZE THE
CONSOLIDATION OF CITY AND COUNTY GOVERNMENT AND
FUNCTIONS; AUTHORIZING THE SUBMISSION OF THIS
RESOLUTION TO THE TEXAS MUNICIPAL LEAGUE AT THE
ANNUAL CONFERENCE IN OCTOBER OF 1998; FINDING AND
DETERMINING THAT THE MEETING AT WHICH THIS
RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS
REQUIRED BY LAW.
WHEREAS, certain cities and counties throughout the State of Texas perform a
duplication of services to the same taxpayer, creating inefficiencies and an
unnecessary tax burden upon such taxpayers; and,
WHEREAS, if such counties and municipalities were allowed to consolidate their
governmental offices and functions of government into one political subdivision,
economy of operation would be achieved, efficiencies increased, and tax relief afforded
to the citizens of such counties and municipalities; and,
WHEREAS, such consolidation is currently not authorized by the laws and
Constitution of the State of Texas.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS:
SECTION 1. That the City Council of the City of Wichita Falls hereby urges the
Texas Municipal League during its next annual conference in October of 1998 to add to
its legislative agenda sponsorship and /or support of legislation that would call for a
state constitutional election to vote on an amendment that would allow the consolidation
of city and county governments into one political subdivision when such consolidation is
approved by the affected resident voters of such consolidated territory.
SECTION 2. That it is the desire of the City Council that this resolution be
presented to the Texas Municipal League for proper consideration at its annual
conference in October 1998.
SECTION 3. It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.
