Res 030-99 4/6/1999RESOLUTION NO. :3C) -C" RESOLUTION APPROVING CHANGES TO THE FIRST -TIME HOMEBUYERS PROGRAM FUNDED WITH HOME DOLLARS IN THE ACTION PLAN OF THE CONSOLIDATED PLAN; DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, the City of Wichita Falls administers the Community Development Block Grant and the HOME Investment Partnership Programs through the Housing Division of the Community Development Department; and, WHEREAS, the City Council has held a Public Hearing to receive citizen input and the City Manager and staff have used this input to develop suggested changes to the FTHB program including raising the amount of assistance to a flat $5,000, removing restrictions on how the assistance is applied, raising the maximum sales price to $70,000, and conforming the deferred payment loan to other existing housing programs; and, WHEREAS, the City Council Subcommittee on Outside Agencies has reviewed these suggestions and has recommended to the full City Council a listing of proposed changes; and, WHEREAS, during a Public Hearing, the full City Council has reviewed the recommended changes and approves the FTHB program activities in the Action Plan to the Consolidated Plan. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The City Council of Wichita Falls, Texas hereby approves and adopts FTHB program changes effective April 7, 1999 to the Action Plan to the Consolidated Plan for the period October 1, 1998 to September 30, 1999. SECTION 2. The City Council authorizes the City Manager to submit this Action Plan of the Consolidated Plan. SECTION 3. The City Council authorizes the City Manager to execute any and all Grant Agreements and contracts to implement the approved plan with the Department of Housing and Urban Development (HUD). SECTION 4. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law.
