RESOLUTION TO PURSUE FUNDING OPTIONS NECESSARY TO
FINANCE THE MPEC COLISEUM AND TO REQUEST THE MPEC
BOARD TO WORK WITH THE ARCHITECTS TO COMPLETE THE
FINAL CONSTRUCTION PLANS; DETERMINING THAT THE MEETING
AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE
PUBLIC AS REQUIRED BY LAW.
WHEREAS, in 1992, the City of Wichita Falls and Wichita County formed a
partnership to study the need for the Wichita Falls- Wichita County Multi- Purpose Events
Center (MPEC) and, once accomplished, proceeded with design and construction; and
WHEREAS, two of the three elements of MPEC have been completed and
proven to be extremely successful in their operations and towards improving the quality
of life for residents in the county; and
WHEREAS, the City Council has previously expressed its support of the
construction of the coliseum and therefore the completion of the third phase of the initial
concept of MPEC; and
WHEREAS, the City Council has discussed funding options and resources
available for this project; and
WHEREAS, the MPEC Board met on July 14, 1999 and issued a letter
confirming the importance of the Coliseum and the importance of the completion of this
element of MPEC to the overall enhancement of MPEC's role in the community and
economy; and
WHEREAS, the City Council appreciates the County Commissioners' indication
of support for the construction of the Coliseum and desires that our partnership with the
County continues in a meaningful manner.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. The City Manager is hereby instructed to proceed with the
preparation of any and all appropriation ordinances necessary to transfer the City's
financial commitment to the Coliseum construction fund and to have said ordinances at
the earliest possible City Council meeting.
SECTION 2. The Mayor is hereby authorized to make application to the Tax
Increment Financing Board for funds towards this project.
SECTION 3. The MPEC Board is hereby requested to work with the architects
to finalize the plans for construction of the Coliseum
SECTION 4. It is hereby officially found and determined that the meeting at
which this resolution was passed was open to the public as required by law.
