RESOLUTION ACCEPTING THE TENANT RENOVATION PLAN SUBMITTED BY THE ARTS COUNCIL FOR PROPOSED RENOVATIONS TO THE FORMER KEMP PUBLIC LIBRARY BUILDING; DETERMINING THAT THE MEETING AT WHICH THIS RESOLUTION WAS PASSED WAS OPEN TO THE PUBLIC AS REQUIRED BY LAW. WHEREAS, on October 8, 1998 the City Council authorized the Mayor to execute a fifty (50) year lease with the Arts Council, Wichita Falls Area, Inc. for the former Kemp Public Library; and WHEREAS, the lease requires the tenant to submit a Tenant Renovation Plan ( "Plan ") which must be approved by the City Council; and WHEREAS, the tenant has previously submitted a Plan, but now desires to update the Plan in order to commence renovation of the building; and WHEREAS, the Plan is attached as Exhibit A. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF WICHITA FALLS, TEXAS, THAT: SECTION 1. The five - phased Tenant Renovation Plan, attached as Exhibit A, is hereby approved. SECTION 2. Tenant shall not substantially alter the Plan as identified in Exhibit A during the course of design and/or construction without the prior consent of the City Council. SECTION 3. It is hereby officially found and determined that the meeting at which this resolution was passed was open to the public as required by law. PASSED AND APPROVED this the 19th day of October 1999. In Phase IV, the ground floor is addressed. Complete renovation of this level will allow the Arts Council and other related organizations to occupy new facilities. The central ticket office, small meeting spaces, and a small gift shop on this level will further insure generation of steady and daily traffic to the Kemp Center for the Arts. The kitchen facility will be available for outdoor events on the grounds. In this phase, major restroom facilities for the total facility will be completed. Utilities, not only to this level, but to all remaining levels, will be either completed and /or addressed. In Phase V the large arched windows, reopened in the North elevation during demolition, will be replaced, and the rework of the entrance vestibule will be completed. Cleaning, refurbishing, and water - proofing of the exterior will follow. Local fund raising efforts will continue through the end of 1999 and we hope to make several foundation deadlines in early 2000. The remainder of the building construction will be completed as funds are raised. If the city agrees to our proposed renovation plans, we could possibly schedule ground breaking before the end of this year. We all have concerns about this building remaining empty. Not only will we physically occupy the building but we will be able to utilize the grounds. The iron fence will facilitate the use of the grounds for art shows, weddings, and other outdoor activities as planned. Enclosed are the revised plans, The Tenant Renovation plan with cost estimates for each phase, a lasting of the Building Committee and The Development Group, and an overall project budget. Construction documents, including those for the fence and ground improvements, will be submitted to the city staff for approval prior to the bidding process. Thank you for your assistance with this. Sincerely., A e Project Dire for Kemp Center for the Arts Tenant Renovation Flan Goal and objectives To provide a headquarters with high public visit' 0ty for all the arts and humanities organizatioacxs in the community. To provide office and communal workspace for up to six arts organizations which will encourage efficiency and collaboration. To provide a permanent public arts gallery for local area artists. To provide low -cost meeting, workshop, performance and event space for arts groups. To increase community access to a historic building for private and public events and thereby increase access to the arts. To contribute to the restoration and renovation of downtown Wichita Falls by restoring the former cultural center of the community. The primary goal of this project is to restore the former Kemp Public Library into a state -of- the -art display facility for the diverse visual and performing arts groups within Wichita Falls and adjacent communities. Through creative planning, the facility will provide a 350 -seat auditorium, an art gallery, meeting and workshop space, offices and communal work and reception areas and open areas for social events such as weddings, family reunions and private parties. Building Renovation Project The vacant Kemp Public Library located in the original township of Wichita Falls, is approximately 19,200 square feet. The building sits on a large tree shaded city block, is accessible by public transportation and has adequate parking on the property and surrounding streets for large events. The building has three floors to be remodeled for use by the arts groups. The ground floor level will provide office space for the main office of the Arts Council, and the Wichita Falls Symphony. There will also be office space for up to 4 additional arts groups, a gift shop, a catering kitchen, and a large library meeting room. A central reception area will greet visitors and provide information. The second floor is accessed by stairs or elevator. This floor will be designed as a 350 -seat auditorium to be used as a public performance and rehearsal hall. It will contain a stage, lighting, sound system, projection equipment, and removable seating, allowing the space to quickly adapt to multiple public uses. A large well lighted art gallery on two levels adjoins this high - ceiling main hall. Assorted storage, work shops, educational spaces and dressing facilities complete the remaining areas around this great hall. The building design is totally ADA compliant. Phase I Demolition and Asbestos Removal (Total Project) $187,000 Phase II New Structural (Total Project) $210,000 Items include, but are not limited to, the installation of an area of new roof framing which will allow for some column relocation that is required to create a clear span for the performance stage. The existing main floor dome will remain with surrounding columns removed. Other structural revisions will further permit the removal of existing load bearing library stacks. Any structural deficiencies uncovered during demolition will be addressed at this time.
