ORDINANCE NO. 22-2014
Ordinance awarding contracts for a Utility Billing and Collection
System and Municipal Court System to Tyler Technologies, Inc. in
the respective amounts of $532,920 and $249,464, and appropriating
$173,000 in the Sanitation Fund for additional funding for the Utility
Billing and Collections System
WHEREAS, the City’s budget includes funds to replace the City’s Utility Billing
and Municipal Court System, which are no longer supported by warranty and/or
maintenance agreements with existing vendors;
WHEREAS, a Request for Proposals was advertised and sent to various
software vendors to solicit interest in the projects, and proposals were received from
various vendors for these software application replacement projects; and
WHEREAS, the City Council finds that City Staff have properly complied with the
requirements of Texas Local Gov’t Code § 252.021(b), and treated offerors fairly and
equally and otherwise complied with Texas Local Gov’t Code § 252.042, and the City
Council finds that the proposal of Tyler Technologies, Inc. is the most advantageous to
the City, in accordance with Texas Local Gov’t Code § 252.043(h).
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
1. The City Manager is authorized to execute a contract and all other documents
necessary, in a form approved by the City Attorney, with Tyler Technologies, Inc. in the
amount of $532,920 for a Utility Billing and Collection System and $249,464 for a
Municipal Court System.
2. The amount of $173,000 is appropriated in the Sanitation Fund for the Utility
Billing and Collections System.
