MAKING AN APPROPRIATION FROM THE GENERAL
FUND IN ORDER TO PURCHASE THE OPERATING
SOFTWARE CURRENTLY RENTED WHICH IS
REQUIRED TO OPERATE OUR MAINFRAME COMPUTER
WHEREAS, the IBM Corporation currently provides the operating
software for the City's mainframe and charges a monthly rental; and
WHEREAS, IBM has introduced a new program to allow the City to
purchase this software outright; and
WHEREAS, such a purchase will result in reduced expenditures in
future years and contribute to the efficiency and economy of the
City's data processing division;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
There is hereby appropriated from the General Fund the amount of
$32, 379 to be placed in account number 11-049-4489. A grave public
necessity exists, and this is an emergency expenditure to meet unusual
and unforeseen conditions which could not, by reasonable, diligent
thought and attention, have been included in the 1987-88 budget.

Since these funds will be immediately due and payable, this ordinance
is declared to be an emergency measure, and it shall becom- effective
immediately upon its passage.
