ORDINANCE NO.
ORDINANCE REPEALING RESOLUTION NO. 39-82 , AS
AMENDED BY RESOLUTION NO. 219-83, AND AMENDING
ARTICLE VIII, DIVISION 2 OF THE CODE OF
ORDINANCES, COMBINING THE CITY TRAFFIC COMMIS-
SION AND THE WICHITA FALLS CITIZENS TRAFFIC
SAFETY COUNCIL AND ESTABLISHING THE TRAFFIC
SAFETY COMMISSION.
WHEREAS, the Wichita Falls Citizens Traffic Safety Council
has recommended that such council be combined with the City
Traffic Commission, and the City Council finds that this will
provide a more efficient and effective way to improve traffic
regulation and traffic safety in the City.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. Resolution No. 39-82, as amended by Resolution
No. 219-83 , is hereby repealed.
SECTION 2. Article VIII , Division 2 of the Wichita Falls
Code of Ordinances is hereby amended to read as follows:
"DIVISION 2. TRAFFIC SAFETY COMMISSION
Section 29-197 . Established.
There is hereby established the Traffic Safety Commission,
which shall be comprised of seventeen ( 17) members who shall be
appointed by the City Council, and shall serve without pay.
Section 29-198. Membership Qualifications.
The members of the Commission must be citizens of the City
of Wichita Falls, except for the Sheppard Air Force Base
representative. In appointing the members, the City Council
shall attempt to appoint persons who meet the following
qualifications:
( 1) One person who represents the City Traffic Engineering
Division.
( 2) The Police Department Safety Officer.
( 3 ) The Wichita Falls Independent School District School
Safety Officer.
(4) One person who represents the State Department of
Highways and Public Transportation Engineering Department.

( 5) One person who represents the State Department of
Public Safety Patrol Division.
( 6) One member of the Wichita County Bar Association.
(7) One person who is associated with the automobile
insurance and/or adjustor industry.
(8) One person who represents the transportation industry
(trucking, taxi, volunteer services, etc. ) .
( 9) Sheppard Air Force Base safety or police
representative.
( 10) One person who represents the Municipal Court.
( 11) One person who represents the Wichita Falls Bicycling
Club;
(12) Six ( 6) citizens of the City who are interested in
traffic safety; one ( 1) shall be appointed from the City at
large, and one ( 1) shall be appointed from each of the Council
districts.
Section 29-199. Terms of Office.
The members of the City Traffic Commission shall serve for
terms of three ( 3 ) years, and each shall serve until his
successor is appointed. All terms shall expire on December 31.
The terms shall be staggered, so that six ( 6) members shall
initially be appointed for terms expiring December 31, 1988, five
( 5) shall be initially appointed with terms expiring December 31,
1989, and five ( 5) shall be initially appointed with terms
expiring December 31, 1990. No person shall serve more than two
full terms, except after a one year break in service.
Section 29-200. Officers.
The Commission shall elect a chairman and vice chairman from
among its members. The treasurer and the secretary for the
Commission shall be City employees assigned to the Commission by
the City Manager.
Section 29-201. Meetings.
Meetings of the Commission shall be held on the first
Wednesday of each month, except July and December. Eleven ( 11)
members shall constitute a quorum to conduct business, and all
official action will require a majority vote of the members
present.

Section 29-202 . Committees.
The chairman shall appoint, from among the Commission
members, members to the following committees:
( 1) traffic safety education committee
(2) recognition and awards committee
( 3) finance committee
( 4) public relations committee
( 5) nominating committee
Section 29-203 . Purposes.
The purposes of the Traffic Safety Commission are:
(1) To develop ordinances for controlling traffic safety,
for consideration by the City Council.
(2) To promote traffic safety through education,
coordination, recognition and awards.
Section 29-204. Powers and Duties Generally.
( 1) It shall be the duty of the Commission to pass upon the
desirability of all traffic regulations of the City.
( 2) It shall report and recommend to the City Council
appropriations and expenditures of funds.
(3) It shall recommend ordinances controlling traffic.
(4) It may conduct hearings and subpoena witnesses.
( 5) It may make investigations that, in the opinion of the
members, would solve traffic problems, including increased
traffic flow and safety.
(6) Proposals by the Traffic Engineering Division of the
City shall be subject to the consideration and approval of the
Commission before presentation to the City Council.
(7) It may require the attendance at any Commission meeting
by any City employee or official for consultation and/or advice.
( 8) It may require traffic studies.
(9) It may provide training for City residents and/or
violators of the traffic laws in traffic safety.

( 10) It may develop means for traffic safety enforcement.
( 11) It may recommend removal of traffic safety hazards,
including signs, shrubbery and buildings. "
