CALL TO ORDER:
Sharon Roach called the meeting to order at 1:45 pm. The minutes of January 23rd were put
before the board. A motion was made by Ben Filer to approve the minutes and seconded by
Stephen Garner. The minutes were approved.
DEPARTMENTAL REPORT:
Recreation:
1. The 50 Plus Zone is doing well with activities including Free Bingo, AARP Lunch
Meetings, and the Live Band Dance every Friday evening. The 50 Plus Zone still has
two employees out for health reasons. Other staff and volunteers have been filling in
and keeping things going.
2. The Recreation staff attended TRAPS Conference in Corpus Christi last week to gain
new ideas.
3. The Kid's Fishing Rodeo in cooperation with Texas Parks and Wildlife is this
Saturday, March 1st, at 20:00 am to noon at the Plum Lake.
4. Registration for Softball, Kickball, and Volleyball continue through Friday, February
28th. Season starts March 24th.
5. The Sports Complex will be hosting a Lone Star Conference Softball tournament on
March 13th—16th
Park Maintenance:
1. The Park Maintenance department is cutting dead trees and spreading mulch around
trees.
2. The large chipper loaned to Park Maintenance by the Landfill, that was in Lucy Park
has failed and will not be repaired. Streets will move the remaining tree branch pile in
Lucy Park to the Landfill and will use empty back haul dump trucks to transport tree
mulch back to Parks.
3. New Highway ROW mowing has budgeted a pickup truck which will be delivered
tomorrow.
4. Park Maintenance crews are spraying winter weeds.
5. They are working with Engineering to plan and design the budgeted pump station
using Wood Memorial Park pond water to irrigate trees in the park and on Maplewood
Dr. medians.
Projects:
1. Circle Trail -Engineering will meet with Property Management next week to discuss
the acquisition of the remaining ten parcels along the Wichita River. There is a
meeting set up with Biggs & Mathews on March 5th to discuss the new contract for
trail amenities in the Wichita Bluff Nature area.
2. No change on section along BNSF ROW.
3. No change on Section along Lake Wichita.
4. 4B South Weeks Park Pond the contractor is 85% complete and they may lay asphalt
tomorrow if the primer coat applied last week does not have leaves and dirt blown
into it.
5. 4B District V Park Improvement- Expressway Village Park Pond, engineering is
developing an alternative design to reduce costs. Advertisement for new bids
expected in March.
Land Acquisition-Property Management continuing effort for acquisition of the five
vacant lots adjacent to City View Park.
6. Lake Wichita Study Committee-Staff met yesterday to determine specifications for
the$5,500 Professional Services Agreement with the RPS Company for the 404
Permit pre-application to the COE.
NEW BUSINESS:
1. Park Improvement Committee(Lake Wichita Study Committee).
Stephen Garner gave an update on how the Lake Wichita Study Committee is
proceeding. Stephen Garner and Tom Lang took the presentation to the City Council
and during a two day work schedule was able to give the presentation on the first
day. They were very encouraged by the response received. They were told to come
back to receive a formal award of$5,500 for the professional study. As chairperson
of the Lake Wichita Study Committee Stephen Garner was very energized by the
progress they are making.
OTHER ITEMS:
Ben Filer wanted to know if Jack Murphy got his e-mail about the Texas Trails and
Active Transportation Conference. Jack asked him to resend it and to make sure and
send a copy to Genice Wilson and she would forward to the members of the Park
Board.
Tom Lang invited everyone to the Kid's Fishing Rodeo to be held on Saturday,
March 1st. Texas Parks and Wildlife are co-sponsors of this event. There will be 4 After
School Fishing events put on by the Texas Parks and Wildlife this year. Plum Lake was
stocked with Trout this past Wednesday getting ready for the Fishing Rodeo event.
The Wrestling program that he has been doing with Recreation is going well and he
looks to continue with a Wrestling camp this summer.
Stephen Garner let the board know that before the meeting today he did a presentation of
the Lake Wichita Committee results to the Chairman of the Chamber of Commerce.
Walter Lambert wanted to know why people could not sign up for Kickball on line. The
reason is because the program we use to register on line is not set up of sports. We
are working on a program to get our sports implemented.
Saturday, May 3'4 is the Tour of the Trails, also the Dam Run put on the Runner's Club.
Sharon Roach drove by the BMX Track and was very impressed. Ben Filer said that they
have practice on Tuesdays and Thursdays there from 3:00 pm to dark.
