ORDINANCE NO. 81-88
AN ORDINANCE AMENDING SECTION 29-114, SUBSECTION (a) OF
THE CODE OF ORDINANCES TO PROHIBIT THE PARKING OF LARGE
VEHICLES IN RESIDENTIAL AREAS UNDER CERTAIN CONDITIONS
WHEREAS, a number of complaints have been received concerning
the parking of eighteen-wheelers, buses, trailers and other large
vehicles in residential areas; and,
WHEREAS, the City Council finds that parking of such vehicles
creates a nuisance, creates traffic hazards which are detrimental
to life, health and safety of persons and property, is detrimental
to the aesthetic appeal of residential neighborhoods, depreciates
residential property values, and fosters neighborhood blight, and
should therefore be prohibited.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
SECTION 1. Sec. 29-114, Subsection (a) of the Code of Ordi-
nances is hereby amended by adding thereto a paragraph (17) which
shall read as follows:
" ( 17) . On the public right-of-way in front or side of, and
adjacent to, a dwelling or individual mobile home if such vehicle
is greater than twenty (20) feet in length or seven (7) feet in
width.
It shall be a defense to this subsection that such vehicle is
a motor home, travel trailer, or recreational vehicle designed for
human habitation (excluding mobile and manufactured homes) , and it
is parked at such location for no more than seventy-two (72) hours
in any calendar month. It shall also be a defense that the vehicle
was subject to actual supervised loading or unloading of goods or
passengers at the time in question, or that the vehicle was being
used for street or utility construction or maintenance, or that the
vehicle was having emergency repairs made on it. "
