ORDINANCE AMENDING ARTICLE I , SECTION 5-1 OF
ORDINANCE 63-85 TO PROVIDE THAT DOGS PARTICIPA-
TING IN SHOWS OR COMPETITIONS IN APPROVED AREAS
SHALL NOT BE CONSIDERED AT LARGE.
WHEREAS, there are a variety of dog shows and competitions
conducted which require such animals to be unrestrained; and,
WHEREAS, the Wichita Falls City Council finds that the
health, safety, and welfare of the community will be properly
served by allowing such shows and competitions in approved areas.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
Article I , Section 5-1, defining at-large, is hereby amended
to read as follows:
"At-Large - any animal (except licensed cats) , fowl, or
livestock not restrained by some physical means to the premises
of its owner or harborer. Provided, however, that an animal,
fowl or livestock shall not be considered at-large when held and
controlled by some person by means of a leash or chain of proper
strength and length to control the actions of the animal, fowl or
livestock, or while confined within a non-open bed vehicle, or
secured by a rope, leash, or chain in any open-bed vehicle.
Further, a dog shall not be considered at-large when
participating in a show or competition conducted in an area
approved by the local health authority. "
