Charles Grady called the January 15, 2014 meeting of the Wichita Falls Traffic
Safety Commission to order at 1:30 p.m.
The minutes were approved for November 2013 (no meeting scheduled for
December).
The financial report for January 2014 was presented by Stan Horton. The balance is
$772.56.
Accident Statistics:
WFPD advised the total crashes for December 2013 were 252 of which 39 were
injury accidents - 1 fatality. There have been 10 fatalities for 2013.

City Traffic Report
Mark Beauchamp discussed the following:
1. Lawrence Rd and Kell Blvd multi-turn lane project- still making
adjustments.
2. Sign change out has been finished.
3. Lighting project- Sheppard Rd. and Maurine Street to Scott Street.
State Traffic Report
Tim Hertel discussed the following:
1. Windthorst road overpass is almost complete. An attempt to establish vegetation
will finish the project.
2. Installations of protected turn on Hwy 79 at Professional Drive by Wal-Mart-
holding through the holidays.
3. Dynamic message sign on Kell - contractor issues holding up the project.
Committee Reports

Unfinished Business:
1. Item 01-13: Adding a Bicycle/Pedestrian Representative to TSC
Miles Risley had previously advised an ordinance would need to be written to
add the position, so the TSC asked that Mr. Risley be invited to the January
TSC Meeting. Mark Beauchamp made a motion and was seconded by Andy
Kocher to have City Attorney Miles Risley write an ordinance to modify section
102-67 City Code pertaining to members on the TSC. This would be to add a
member whose specialty is in the needs of alternative modes of transportation
such as motorcycling, pedestrian, and/or bicycling industry.
New Business:
1. Explore a safety ordinance to cover all public service workers while working on
roadways - slow down or change lane. City Attorney Miles Risley was invited to
speak on this subject.
Discussion: Anita Pope—City Councilor expressed concern for the safety of city workers
and questioned if the TSC was aware of any steps that could be taken to enact an ordinance
for a slowdown pull over ordinance for our city.
Miles Risley expounded on areas of law that would have to be met to comply with the
request.
Mark Beauchamp advised that new city vehicles were now equipped with blue lighting
which made them much more visible than in the past. Mark also volunteered to visit with
Risk Management in reference to equipment and procedures that may be helpful in the
future for city workers and also visit with the PIO office about public awareness. Sending
a letter to the State Representative was suggested. It was suggested to place the writing of a
letter to the state on the agenda for next month. No vote was taken.

Mark Beauchamp discussed TSC preparation for Bicycle Safety Month events in
March.
There being no further business before the Commission, the meeting was adjourned
at 2:30 P.M.
