ORDINANCE APPROVING AND AUTHORIZING THE CITY
MANAGER TO EXECUTE AN AMENDMENT TO THE
HALCYON LTD. CONTRACT FOR REINVESTMENT ZONE
#1 FEASIBILITY ASSESSMENT.
WHEREAS, HALCYON LTD. has suggested that the contract for
feasibility assessment of the project and finance plans for Tax
Increment Finance District Reinvestment Zone #1 be amended to
delete Phase 4 (Economic Impact Study) and to expand Phase 5
(Implementation Strategy) to include an intensive planning
exercise; and,
WHEREAS, the Board of Directors for the Tax Increment
Finance District Reinvestment Zone #1 has recommended that the
City Council approve amendment of the contract under certain
conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF WICHITA FALLS, TEXAS, THAT:
Approval for amendment of the contract between HALCYON LTD.
and the City of Wichita Falls for feasibility assessment of the
Project and Finance Plans for Tax Increment Finance District
Reinvestment Zone #1 is hereby granted. This amendment shall
provide that Phase 5 be expanded to include an intensive on-site
planning exercise, and that Phase 4 be retained as an optional
phase to be exercised by the City of Wichita Falls within 180
days from receipt of the final report of Phase 5, and to be
performed by HALCYON LTD. within 60 days of the exercise of the
option. The City Manager is hereby authorized to execute a
contract amendment providing for same.
