Resolution Of Support For The Proposed Oklaunion-Fisher Road 345
kV Transmission Line Project To Allow Oncor To Move An Existing
Electric Transmission Line Approximately Two Miles North Of
Sheppard Air Force Base
WHEREAS, Sheppard Air Force Base (Sheppard) is crucial to Wichita Falls,
injecting more than $1 billion annually into the local economy and providing a location
for civilian flight connections, and the City and County assist Sheppard's existence and
expansion by working to ensure that construction in the Sheppard area is compatible
with Sheppard's flying mission;
WHEREAS, in 2010, the U.S. Air Force, working with the cities of Burkburnett
and Wichita Falls, Wichita County, and the Sheppard Military Affairs Committee,
reached a settlement with Oncor Electric Company in the PUC Proceeding relating to
Oncor's proposed Riley-Krum West 345KV CREZ Transmission Line, to reduce flight
hazards to trainees at Sheppard;
WHEREAS, this settlement provided that Oncor would move its existing line,
which was approximately 2,500 feet north of Sheppard, approximately two miles north
of Sheppard, but enactment of the provisions thereof requires Texas Public Utility
Commission approval of a Certificate of Convenience and Necessity for the Oklaunion-
Fisher Road 345 kV Transmission Line Project; and
WHEREAS, this settlement will make the flight approach to the runways at
Sheppard much safer for trainees, protect the public using the runways at Sheppard for
civilian flights; and protect the surrounding community from airplanes that might lose
control or crash as a result of impact with existing electric transmission lines that are
currently only a few thousand feet north of the runway at Sheppard.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF WICHITA FALLS, TEXAS, THAT:
The City Council of the City of �chita Falls strongly supports the Oklaunion-
Fisher Road 345 kV Transmission Line Project, and requests the Texas Public Utility
Commission issue a Certificate of Convenience and Necessity for said project.
