I. Call to Order and Introductions
Steve Garner called the meeting to order and all members, staff and guests introduced
themselves.
II. Approval of Minutes
Penny Miller presented the draft minutes. There were some minor corrections noted to the
original draft which have been incorporated into the revised minutes. Larry Scott moved
the minutes of the January meeting be approved with the corrections noted. Michael
Chapman seconded. Minutes were approved.
III. Presentation to City Council
Steve Garner reported on the presentation to the City Council planning session. Steve
Garner and Tom Lang made the presentation. Comments made after the session
indicated the presentation was well received by City Council members and staff. It was
agreed that the Committee's request for$5500 for a contract with PRS Group would be
presented at the City Council meeting on February 19. This contract would be for their
assistance to determine other requirements and potential costs to prepare for a permit

submission to the Corps of Engineers. Steve Garner asked committee members to attend
that meeting if possible. Miles Risely discussed the wording of the propose ordinance to
be voted on at the next City Council meeting for a service agreement with RPS Group.
Tom Lang reported they were going to reduce the number of slides and take the
presentation to the Lakeside City Council meeting Tuesday evening. The Lakeside City
Community Neighbors Association will request to set up a Friends of the Reservoirs
chapter.
Tom Lang will also be making this same presentation to the League of Women Voters of
Wichita Falls meeting in early March.
IV. Other Items of Discussion
Steve Garner reported that some possible fundraisers have contacted him. However, we
cannot press forward until the City agrees to the project and discussions with the Corps of
Engineers in pursuit of a permit.
Jack Murphy made a presentation on related Parks and Recreation projects to the City
Council planning session after the Lake Wichita Study Committee presentation. The city
has started the initial engineering study of the section of the circle trail that would cut
across a portion of Lake Wichita.
Tom Lang asked about the strategy concerning a zebra mussel infestation at Lake
Arrowhead in the reuse water project. No answer was immediately available.
